Brick pavers will be disturbed during installation of any system to fix the drainage problem. Where is the detail showing how the brick pavers will be restored, including the concrete subgrade? Please refer to the standard drawing contained elsewhere within the previously-approved plan set for this detail.

General comment about trench drain concept: The intent of the design should be to collect stormwater that backs up against the sidewalk, correct? As such, no slotted trench drain system is needed or desired by the City. Again, please see examples in the downtown which address this sort of issue. The cast iron covers over the trenches have no slots, and hence, are merely there to provide a suitable surface over the trench.
Corrective Action Required

Please verify whether pipes exist beneath the trench drains in the downtown area, when performing your field survey. If they exist, please incorporate into the design.

DE Engineers Estimate
Corrective Action Required
07/10/2019

The Engineer’s Estimate of Probable Construction Costs should be revised. It appears the asphalt paving, subgrade, and geogrid was based on an extremely high area calculation. Perhaps not divided by 9 sq. ft/sq. yd.?
DE Engineers Estimate
Corrective Action Required
07/10/2019

The Engineer’s Estimate of Probable Construction Costs was missing the following items: 1) sanitary sewer line abandonment, 2) sanitary sewer manhole removal, 3) sanitary sewer manhole abandonment, 4) subgrade design, including 4 inch thick PCC underlayment beneath pavers, sanding, drainage features, 5) sanitary sewer wye connections and tracer wire, 6) water line valves.

Please see applicant letter dated June 14, 2019. Comment #2 discussed the non-existent detail for abandonment of sanitary sewer line in-place on Sheet C.010. We are still not seeing any detail for sanitary sewer line abandonment in-place. A detail is provided for a manhole abandonment in-place, but nothing is provided for sanitary sewer line abandonment in-place.

06/27/2019

Please see comment #6 from the applicant letter dated June 14, 2019. Cross-sections are provided, but the cross section B-B on Detail 2 does not appear to match what is shown on the plan view. The plan view calls-out 1.5%, but the cross-section B-B calls-out 1.0%. Please reconcile.

06/27/2019

Please see comment #9 of the applicant letter dated June 14, 2019. Sheet C.300 calls-out what we had previously assumed was a curb inlet. However, it is now called-out as a grated inlet referenced on Sheet C.601. Sheet C.301 provides further details for this grated inlet by stating "4x4 grate inlet 1-5, but the profile view calls-out a 3x3 grate inlet for 1-5. Further, when looking at the details shown on Sheet C.601, no such dimensions are possible. Only a double grate with an inside dimension of 2 feet by 2.25 feet is given, and a single grate inlet with inside dimensions of 1 foot by 2 feet is given. The bigger question may be, "is a grated inlet appropriate for this location". This was the assumption in previous comments, although never specifically stated.
Corrective Action Required
06/27/2019

Please refer to comment #10 of the previous applicant letter dated June 14, 2019. An estimate of the deflection of the storm line is required, and should be drawn on the plans. Consideration must be given to the fact this storm line is 15 inches inside diameter, with additional wall thickness. This will not only affect the plans showing the location of the storm line, but also, the brick paver removal and replacement.
Corrective Action Required
06/27/2019

Please see above comment, and ensure that the brick paver removal and replacement is adjusted as needed to account for the estimated amount of deflection in the 15 inch storm line.
Corrective Action Required

Please refer to the applicant letter dated May 15, 2019 (hereinafter referred to the applicant letter). Comment #3 states that a comment is shown on the Final Development Plan about its removal, with no other information. The response letter states that this note has been removed. However, it is still a requirement that the water main in this location, from Main St. to Market St., be properly abandoned. Notes should be provided on the Final Development Plan which reference the public improvement plans for additional information regarding this abandonment.
Corrective Action Required

Sheet C.010: The manhole beneath the new building is shown to be abandoned in place. Wasn't this manhole to be completely removed?
Corrective Action Required
06/13/2019

Sheet C.010: The detail for the manhole abandonment references a building footing. Isn't this no longer applicable to the remaining manholes to be abandoned in place? Aren't the remaining manholes well away from any building footings? If not, shouldn't they also be completely removed?
Corrective Action Required
06/13/2019

Please refer to comment #5 of the previous applicant letter. Sufficient notes which reference the public plans should be provided concerning the abandonment or removal of the water line on the north side of the development.
Corrective Action Required
06/13/2019

Sheet C.202: Although it is acceptable to leave GEN-3A within the plans, we are still missing Section A-A, B-B, and C-C as required by Section 5304.8 of the Design and Construction Manual. Section A-A must be shown for the long axis of the ramp, Section B-B across the width of the ramp, and Section C-C along the curb opening of the ramp.

Sheet C.300: Please follow generally-accepted drafting standards, and call-out the detail and sheet number to be used for the installation of the curb inlet in the southeast corner of the project. We are assuming this is STM-1 shown on Sheet C.601.
Corrective Action Required
06/13/2019

Sheet C.300: A site visit showed what appears to be a direct conflict with an existing decorative light pole for storm line 1. It appears this is barely shown on Sheet C.300, although it is not clear. As per Public Works, this decorative light pole cannot be moved, and relocation of the storm line should be directed around this light pole.

06/13/2019

Notes are missing from Sheet C.400 related to the requirement that the cut-in tee on Main St. be coordinated with all affected property owners, with a minimum 48 hour notice, and night work in order to make the complete connection. The maximum water shut-down period is 8 hours.
Corrective Action Required

Corrective Action Required
05/15/2019

Sheet C.100: The existing water main on the north side of the property line is shown being removed, with no other information. All aspects of this removal should be shown in the public improvement plans (i.e., water main relocation and storm sewer plans).
Corrective Action Required
05/15/2019

Sheet C.100: There is conflicting notes on this sheet concerning the disposition of the existing sanitary sewer main running north/south. Sheet C.200: It appears an additional curb inlet is warranted to collect stormwater from the parking lot. Otherwise, where will stormwater on the north side of the "divide" flow? It would appear from this sheet that stormwater would flow toward the existing building?
Corrective Action Required
05/15/2019

Sheet C.202: The ADA-accessible ramp detail still does not comply with Section 5304.8 of the Design and Construction Manual. You have referenced a standard detail which does not show the slopes, elevations, cross-slopes and other information required by Section 5304.8. Again, GEN-3A is a generic detail, and is not intended for site-specific design detail.
Corrective Action Required
05/15/2019

Sheet C.400: This sheet shows several inconsistencies between what is shown elsewhere in the plan set. This sheet calls-out the sanitary sewer line as being abandoned in-place, but elsewhere in the plan set, the sanitary sewer is shown to be removed. There is also no mention of the water line to the north being removed. There is also no mention of the existing manhole within the boundary of the new building being abandoned. There are no references to properly removing concrete panels and replacing panels along Market St.
Corrective Action Required
05/15/2019

Sheet C.600: A revision note is provided stating that GEN-3A was removed. However, it still remains in the plan set (see previous comment).

ROW/Easements: - A portion of the curb returns at the east-west alley intersection with Market Street, north and south sides, are outside of proposed ROW. Additional corners of ROW will be needed to include the curb return. - A small easement just south of the trash enclosure will also be needed to ensure the overlapping area of truck movements is publicly accessible without encroachments (an area approximately 25' long extending between the trash enclosure and south property line X 10' wide extending east of the alley ROW line). - Will the sidewalk along the north side of the project be within a public sidewalk easement?

It was our understanding that all stormwater improvements were to be private rather than public. As shown, a portion of the stormwater conveyance system is shown as public. All of the stormwater improvements for this site should be private, including the portion beneath Main St. RCP is still required, however, beneath Main St., regardless of whether it is public or private.

There is concern that the 15 inch HDPE pipe between the new building, and the existing building to the south, may affect the integrity of the existing building to the south during construction. With proper bedding around the 15 inch HDPE pipe, including the sides, there appears to be only a few inches between the building and the storm line. It is unknown whether this installation will affect the footing of the existing building to the south.
Corrective Action Required
04/19/2019

Private storm line 1 shown on the plans appears to be deep, for no apparent reason. Please see comment above describing our concerns about the new private storm line affecting the integrity of the existing building to the south. Isn't it possible to provide a more shallow installation of this line? Is it possible to provide a smaller pipe diameter, and still provide enough capacity? It would seem that these two changes would be a better approach.

Sheet C.302: Where are the existing buildings discharging their dowspouts? It was our understanding they would also be tied into the new system. If not, then their discharge (if applicable) would need to be counted in the calculations of stormwater discharge within the concrete flume?
Corrective Action Required
04/19/2019

Sheet C.302: The drawing shows that the new building along Market St. will have all of the downspouts directed to the new private storm system. Sheet C.400: A gate valve serving the new fire line for the new building on Market St. is shown within the confines of the brick paver stone area. Why was this location chosen to provide a cut-in tee? Wouldn't it be better to move the cut-in tee to the southeast, so the gate valve can be located within the limits of the KCMMB entrance?

Other Missing Items from the Standard Detail Sheets on Sheet C.601: The following items were missing: 1) gate valve and box, and 2) stormwater structures such as junction box (if applicable), stormwater manhole (if applicable). If other standard details are needed after any re-design, or after addressing the other comments in this letter, then please provide them.

The detail shown on Sheet C.601 for pavement repair is inadequate. Dowel and rebar placement must be shown for the panel removal and replacement, not merely called-out as a note on the standard detail. In other words, show where the dowels will be placed, and show where the rebar will be placed in plan view. As presented on this marked-up version of the standard detail, it would appear that rebar and dowels are to be placed all around the panel. They are not. Rebar should be shown along the longitudinal joint, and dowels along the transverse joints. A typical section view should be provided. Rebar and dowels must be epoxy-coated. It must also include the subgrade design, including MoDOT Type 5 aggregate (minimum 6 inch), and geogrid meeting the requirements of the Design and Construction Manual.

Storm Sewer Upgrade Comments: The storm line should be designated as "private" for the entire length (i.e., from the new private curb inlet, to the public storm sewer manhole in the middle of Main St.). We do not feel there is a need to construct a new curb inlet at the location shown, but rather, a junction box or manhole.
Corrective Action Required
03/20/2019

Since the new storm line would be considered private as discussed above, the plans should be revised to include all necessary design details concerning the placement of the junction box/manhole, concrete panel removal and replacement (including dowels and rebar locations and sizing), subgrade compaction, traffic control, streetscape removal and replacement, lighting relocation, and all other design details necessary to complete the work.

Sheet C.400: The domestic water line and fire line are shown, but there are no specific design details concerning panel removal and replacement to accommodate these connection points. The Ctiy will not allow a piecemeal approach to water connections, but rather, full panel removal and replacement. The plans need to show all improvements along Market and W. Main Street, including the areas of restoration where demo is proposed. The plans show gates on the parking lot. If a SU Truck cannot make the turning movement from the east-west alley to the north-south alley (which will be southbound one-way only) without completing a multi-point turn (e.g. backing into the parking lot), then the parking lot cannot be gated restricting the movement of delivery vehicles, trash haulers, etc. These types of vehicles require access to the public alleys at all times. An alternative design was provided to the engineer that would accommodate a SU Truck movement without the need for multi-point turning or use of the parking lot area as an option. Please submit turning movements on a separate plan sheet for review of the alley to alley intersection (where the north-south alley intersects the east-west alley).

The plans generally lack detail (dimensions, references, etc.) for construction; particularly ADA ramps, curb locations, saw cuts for demo/removals, tie-in points between proposed improvements and existing improvements, curb type transitions (between CG-1 and Flat Curb along the south side of alley, where curb transitions to no curb in the alley, or between CG-1 and pavement/sidewalk in the parking lot).
