Corrective Action Required
The purpose of this manual is to serve as a short and concise guide for City staff to review building permits for private grinder pumps and the connection to the ball valve at the end of the public force main, and the building contractor for installation of private grinder pumps, and connection to the existing public main at the the public system. It would appear the manual does not meet the intent, and discusses the overal system, how it was designed, and provides a copy of the public force main plans for the public system as well as the private grinder pumps and private system. We would suggest the following: 1) a title sheet "Private Grinder Pump Installation and Connection Manual for Woodland Oaks" or equivalent language, 2) presentation in drawing format of the pumps, electrical devices, materials, depth of bury, and all other materials and devices necessary to make the connection to the existing system, and 3) an overall location drawing of the ball valves and where they are located on each lot to serve as a guide for planning purposes. Please revise as appropriate.
Corrective Action Required
Please remove any extraneous details that are not necessary such as pump curves, odor control systems, flushing connections, connections to Woodland Shores, or any other items which are irrelevant to the installation of the private system. Please revise as appropriate. Please revise as appropriate.

Note 7 on the Cover Sheet names an epoxy supplier and series that does not meet the requirements of the most recent version of the standard specifications, Section 3500 – Sanitary Sewers, Paragraph 3501.P.10 nor is it included on the Water Utilities Department Approved Products List.
Corrective Action Required
Cost estimate was missing the following items: 1) epoxy-lining of manholes, 2) connection to existing line, 3) boring costs (assuming this is separate since the linear foot cost for pipe seemed low).

Corrective Action Required
Can the applicant provide cut sheets and additional information on the odor/control system they used as the basis of their design? Specifically, we would like to see cut sheets of the chemical storage tank and the control panel.
Corrective Action Required
The Sewer Study states that the chemical feed pump is configurable and has the ability to change dose based on timing. Can the applicant provide clarification on this statement? For example, will the system be set up to provide a fixed flow rate based upon a timer or will the system be set up to have a variable flow rate that can be adjusted around peak and non-peak portion of the day.
Corrective Action Required
Delete the last sentence under Paragraph 6 of the Odor/Corrosion Control System Specification. Replace with “Acceptance of the system is contingent upon successful start-up, providing the required training, and providing complete Operation and Maintenance Manuals to the City in both hard copy and PDF form.”
Corrective Action Required
Provide two chemical feed pumps, one firm and one standby.
Corrective Action Required
Delete from the warranty the following “or eighteen (18) months from shipment, whichever occurs first.”

The bend at Woodland Oak Dr. and Blackwell appears to be a non-standard fitting size. If it is the intent to make the angle through bending of the pipe, please provide calculations showing that this does not exceed the manufacturer’s recommended bending radius. Same for the bend at Woodland Shores Dr. and Blackwell.
Corrective Action Required
The applicant stated that additional notes were provided concerning the epoxy lining of the manholes. I did not see where this was addressed.
Corrective Action Required
Additional comments will be provided as an attachment and in a form of a "marked-up" pdf of the plans, and a "marked-up" pdf of the "response to comments.

Corrective Action Required
Forcemain is located at the foot of three (3) retaining walls. Two (2) are located along Blackwell, and one (1) is located along Woodland Shores Dr. near the entrance. The Design and Construction Manual requires a minimum of 15 feet of distance between any structures and the outside of the pipe, and this has not been achieved.
Corrective Action Required
Forcemain is located at the foot of three (3) floodlights. See above comment concerning this issue.
Corrective Action Required
The 90 degree bend at the south corner of Woodland Oak Dr. and Blackwell is not desired. Please eliminate the 90 degree bend and replace with two (2) 45 degree bends at a minimum.

Sheet C.404: A special drop manhole is being requested by Water Utilities, and will be attached separately. This is being requested due to the high spot being created at the point before the manhole.
Corrective Action Required
Sheet C.405: The details for the lateral intallation and the terminal flushing connection call-out for valve installation (ball and check), but no details are provided for material, make or model.
Corrective Action Required
I have also attached the "Prairie Lee Low Pressure Guide" as a reference. When individual homebuilders and plumbers pull building permits, and individual homeowners are needing to replace equipment, a similar guide is warranted. We would recommend a short document be prepared which specifies the approved grinder pumps, ball and backflow valves, line type, etc.

A sanitary sewer report is required for the low pressure sanitary sewer. The report should analyze and discuss the low pressure sanitary sewer system in terms of total users connected to the lines, residence time within the forcemain, required individual pump systems, and how it relates to sizing of the line. The intent is to minimize residence time within the line to minimize odor issues, and to ensure sewage cannot be allowed to become septic.
Corrective Action Required
HDPE line must be used for the force main.
Corrective Action Required
Force main is shown entering the manhole too high.
Corrective Action Required
Please label the existing manhole with the City manhole number #26-274.
Corrective Action Required
We continue to see errors in the flowline directions at inverts. Please perform a thorough QA/QC review of flowline in and out elevations in relation to directions shown.
Corrective Action Required
The first two manholes receiving waste from a force main must be epoxy lined.
Corrective Action Required
Sheet C.403: Provide end flushing assembly.
Corrective Action Required
A ball/check valve with valve box and cover shall be installed on the stub line just upstream of the connection to the low pressure sewer main connection point. This denotes the end of the public system. The private system includes everything from the ball valve to points upstream, including the pumps and the ball/check valve.
Corrective Action Required
Please see new requirements concerning minimum slope for an 8 inch line. It is now based on upstream lots. It would appear the minimum slope for these lines would be 1.00%.
Corrective Action Required
Storm sewer crossings at Sta. 1+73.79 and 0+24.03 seems to be less than 18” from top of forcemain and bottom of storm pipe.
Corrective Action Required
Provide notes stating the end of the public low-pressure sanitary sewer system, versus the private low-pressure sanitary sewer system. The private portion includes the ball/check valve.
Corrective Action Required
Sheet C.404: Why is the force main being placed beneath the storm line? Please re-design the storm system, or perhaps adjust the grading in that area so the force main can be placed above the storm line. The proposed location will be a high-maintenance issue.
Corrective Action Required
Sheet C.404: It would appear the plans are incomplete at the end of the line (i.e., Lot 40). It would appear this line needs to be extended further beyond the Lot 40 connection stub.
Corrective Action Required
Sheet C.403: Why was the force main shown beneath the storm line? The storm line should be revised, and/or grading should be adjusted.
Corrective Action Required
Sheet C.403: Plan and profile view appear incomplete concerning the end of the line near Lot 20. Shouldnt the line extend beyond Lot 20, just beyond the private stub?
Corrective Action Required
Private sanitary sewer stub typical detail was missing for the low-pressure sewer. Since the City does not have such a detail, this will need to be supplied by the engineer.
