DE Engineers Estimate

The Engineer’s Estimate of Probable Construction Costs has been accepted for this project, and the Engineering Plan Review and Inspection Fee (which is calculated as 3% of the total infrastructure cost plus a water test inspection fee(s)), and the water tap, meter setup, and sanitary impact fee have been included. These must be paid prior to the issuance of an infrastructure permit and/or the final processing of a building permit. $70,726.20

DE Future Repair Work

Please be aware that any future repair work to public infrastructure (e.g., water main repair, sanitary sewer repair, storm sewer repair, etc.) within public easements will not necessarily include the repair of pavement, curbing, landscaping, or other private improvements which are located within the easement.

Sheet C119: 1. PVC water line is called-out, but C900 DR18 pipe is required. Correction required. 2. See comments related to the end of the line at N1017940.27/E2825902.43. A "clean" end of line pointing due west is required with a plug and a valve to facilitate easy extension in the future. Correction required. 3. Stationing was not provided on the plan view to coincide with the stationing shown on the profile view on Sheet C121. Correction required to show basic stationing on the public water main and private fire line. 4. PVC private sanitary sewer lateral was shown but not called-out in terms of DR. Minimum shall be SDR 26 for private sanitary sewer laterals, and shall be shown on the plan view and/or profile view (callout also missing on plan view on Sheet C121). 5. Missing domestic water line pipe material (8 inch copper is called-out, but see previous comments related to this issue). Assuming the line will be approximately 2 inch copper due to the short length and the fact copper is required from main to meter, and minimum 10 feet beyond meter which is very close to the building. Evaluation of pipe size and material required. 6. Connection to the water main shall be a threaded connection (i.e., corporation stop) to be installed by Water Utilities staff for all connections 2 inches and smaller, and shall be a tee for connections greater than 2 inches. Show the appropriate connection method and connection point to the main via notation and stationing on the plan view.

Sheet C121: 1. Refer to previous applicant letter concerning the profile view of water line W-1. PVC line is called-out, but the City requires C900 DR18 line, not PVC. Correction required. 2. Profile shows a 2 inch domestic water meter, but plan view on Sheet C119 shows a 2.5 inch meter. Reconcile the meter size on the plans, while recognizing the City does not sell a 2.5 inch water meter and does not allow 2.5 inch meters. 3. 8 inch public line west of coordinate 1017940.27/E2825902.43 should be extended to a point due west where a plug and valve can be installed creating a "clean" end of line (i.e., ending in a straight line) rather than as shown. This will allow for a future extension of the public water line with minimal impact. 4. You are not allowed to install a 90 degree fitting and direct-connect an 8 inch main to the water meter as shown. Correction required in accordance with the above comments. 5. Profile view for water line W-1 does not make sense. See comments above about prohibition of connecting an 8 inch public main to a water meter. 6. There are callouts for the copper line on the profile view that do not make sense. This profile view of this line shall be revised to show the extent of the public line to the end of the line, and there should be no 90 degree fittings, "terminal tie-ins", or other shown not in accordance with the plan view. 7. The "8 inch copper waterline pipe" note on the plans is shown on the public portion of the water line and is not allowed. C900 DR18 line is required. 8. Profile view of FS-1 is showing PVC line. The City requires C900 DR18, not PVC. 9. Profile view W-1 has a note specifying "connect to existing fire hydrant". Connecting to a fire hydrant is not allowed. 9. Recommend contacting me. There appear to be misunderstandings on water meter installation requirements specific to the City of Lee's Summit.

Submit a pdf version of the cost estimate with signature and seal by a design professonal registered in the State of Missouri. The following items shall be required: 1. grading to establish proper drainage, 2. grading and compaction of the parking area, 3. pavement and curb and gutter, 4, aggregate base, including the area one (1) foot beyond the back of curb, 5. geogrid if applicable, including the area one (1) foot beyond the back of curb, 6. storm drainage structures such as inlets, junction boxes, and manholes, 7. storm lines greater than 10 inches diameter, 8. fire line, 9. domestic water line, 10. public water line extension, gates valves, fire hydrant relocation, 11. private sanitary sewer line, 12. private sanitary sewer manhole, 13. wye connection, 14. water main connections via tee or corporation stop, 15. erosion and sediment control devices, 16. final restoration including sodding, seeding, mulch, topsoil, and fertilizer.

You are showing two undefined water lines with no legend or label showing what each line represents including material and sizing, and you are showing a label for a 2 inch meter which points to nothing. You are showing the two undefined lines beneath a monument sign, which is not good practice. Correction required.

FS-1 and WL-1 shall be explicitly defined on Sheet C119 by legend or other appropriate method. Correction required.

You are showing an extension of the 8 inch water main to the west, and relocation of the fire hydrant. Wouldn't it be easier to connect the domestic and fire line to this 8 inch line rather than the 12 inch line to the east? It is quite a bit less distance. You will need to confirm the sizing is adequate for fire flow. Corrections required.

You will need to install a backflow vault with backflow device on the fire line if the water main is greater than 50 feet from the building. Correction required.

FDC

IFC 903.3.7 - Fire department connections. The location of fire department connections shall be approved by the fire code official. Connections shall be a 4 inch Storz type fitting and located within 100 feet of a fire hydrant, or as approved by the code official. Show the location of the FDC on the building.

ACCESSIBLE PARKING SPACES/ACCESSIBLE ROUTE. 1) The site plan (Sheet C105) appears to show the bollard in which the ADA signs will be posted located approximately 2' in from the head of the stall, which reduces the effective stall depth so as not to comply with City's minimum 19' stall depth. 2) The site plan show wheel stops at the head of the parking spaces. City ordinance does not allow the use of wheel stops, except at the head of accessible parking spaces when they are adjacent to a pedestrian walkway with no raised curb. The two previously made comments have been addressed on some plan sheets, but not others. Revise Sheets C105, C129 and L100 accordingly.

PARKING SPACE DIMENSIONS. The double-row of parking spaces are dimensioned on sheet C131 as having a total depth of 36', which is 18' depth per stall. City ordinance requires a minimum 19' stall depth for all parking spaces, except that stall depth may be reduced by 2' (i.e. 17' stall depth) where the head of the space(s) is/are adjacent to a minimum 6'-wide sidewalk or open area. To illustrate, the easternmost row of parking that fronts onto the landscape area can be reduced from 19' (as currently dimensioned) to 17'. The previously made comment above has been addressed on some plan sheets, but not others. Revise Sheets C105, C129 and L100 accordingly.

A stormwater memorandum is required. It shall discuss the regional detention basin under construction, and whether the detention basin will be sufficient to manage stormwater detention for this site in accordance with Section 5600 detention requirements. Correction required.

Parking lot shall provide sufficient detail to determine whether it meets ADA-accessibility standards. This includes slope callouts, elevation callouts, dimensions, etc. Correction required.

If greater than 1 acre disturbed area, a SWPPP is required. Informational comment.

Direct connection of private sanitary sewer laterals cannot be made to the public manholes. A cut-in tee is required. Corrections required on all.

Domestic water and fire line plans do not appear to make sense. You are showing a 2 inch fire line which is less than the minimum 4 inches (more if supported by your water model). You are showing a 6 inch domestic line which is excessive. Correction required.

I would like to see better contrast between existing and proposed, especially on the utility plan. Either make the existing features lighter in lineweight, or the proposed features bolder, or both. Correction required.

Water line plans do not appear to make sense. For instance, you are showing a 6 inch water main extension for domestic line which is excessive. Correction required.

No further review of the water main plans were conducted due to significant discrepancies described above. Recommend a Teams meeting be setup to discuss briefly.

FLOODPLAIN. Add a note to the plans stating the site's location relative to the 100-year floodplain. Cite the FIRM Panel number and date used to make the determination.

OIL AND GAS WELLS. Add a note on the plans as to the presence of any active, inactive or capped oil or gas wells on the subject property. Cite the source of the information used to make that determination. MoDNR maintains an online database of wells that may be used and referenced.

MECHANICAL SCREENING. Show/dash-in the location of all ground-mounted and roof-top (RTUs) mechanical units on the site plan and building elevations as is appropriate. Ground units shall be fully screened from view from all directions using evergreen landscaping or masonry walls of a height at least as tall as the units being screened. RTUs shall be fully screened from view using parapet walls of a height at least as tall as the units being screened. Please take into consideration any additional height from any curbs on which the RTUs will sit. Small vent pipes or other roof penetrations shall be painted to blend into the building.

TRASH ENCLOSURE. Is there any need for an outdoor trash dumpster to serve the terminal? If so, each trash enclosure shall be constructed of masonry walls or steel architecturally designed walls with either a solid steel opaque gate painted to be compatible with the color of the masonry or steel walls and building it is to serve or a steel framed semi-opaque gate with a screen mesh material approved by the Director that provides an appropriate visual barrier. Provide a trash enclosure if one will be employed on the site.

LANDSCAPE ISLANDS. The landscape plans shows that trees will be planted in certain landscape islands/areas. All tree planting areas shall be a minimum 10' wide, with no tree planted within 4' from the edge of any landscape island/area curb border.

AIRPORT NAME. Update the drawings to show the new airport name of Kansas City-Lee's Summit Regional" on the building and other signage.
