DE Commercial Detention Basin

The applicant shall submit and the City shall accept an “As-built / As-graded” detention basin plan prior to issuance of any occupancy permit for the proposed development.

DE Engineers Estimate

The Engineer’s Estimate of Probable Construction Costs has been accepted for this project, and the Engineering Plan Review and Inspection Fee (which is calculated as 3% of the total infrastructure cost plus a water test inspection fee(s)), and the water tap and meter setup fee have been included. These must be paid prior to the issuance of an infrastructure permit and/or the final processing of a building permit. $46,941.85

DE Future Repair Work

Please be aware that any future repair work to public infrastructure (e.g., water main repair, sanitary sewer repair, storm sewer repair, etc.) within public easements will not necessarily include the repair of pavement, curbing, landscaping, or other private improvements which are located within the easement.

Please label the basins throughout the plan set.

Sheet C2.0 shows several line types at each detention basin. This is done throughout the plan set on the “general” type of sheets. Please label these lines for clarity. Not necessarily on each sheet, but on Sheet C2.0 at a minimum.

The BMP Easement arrows on Sheet C4.00 aren’t pointing at any line.

Sheet C5.1 shows the BMP Easement labeled, but is it along that contour all around the basin? If so, wouldn’t it need to be large enough to contain the entire dam? We need to discuss.

Please revise the Section Through Outlet Structure on Sheet C7.04 to show 1 column of holes in the perorated riser. I know that isn’t where the actual layout is shown, but there always seems to be questions come up so this will help the clarity.

Short-circuiting of a detention basin occurs when there is minimal separation between the inlet(s) and the outlet. The distances between B1 and the riser in Basin A-1 and between C1 and S2 in Basin B-1 do not provide enough separation to prevent short-circuiting. Basin B-1 is especially close together. Please revise. Basin B-1 would benefit from the inflow connecting to C3 rather than C-2, for instance.

Please revise Northern Basin and Southern Basin to Basin A-1 and Basin B-1 throughout the plan set.

The storm study requests a stream buffer waiver for 2 locations, but it doesn’t look like the waiver is needed. Please compare the platted stream buffer with the layout, and update either the plans or study accordingly.

I have general questions about where some calculations are located in the stormwater study. I’m not very familiar with HEC-HMS, so I’d like to set up a zoom meeting to discuss.

Please delineate the 100-year WSE boundary and include the elevation at each detention basin.

Please utilize the same numbering/naming convention between the plans and the Storm Drainage Study for the detention basins to avoid confusion.

Storm Drainage Study: • The City does not require any Level of Service requirements, so those sections may be deleted if you choose. If not, please clarify that the level of service requirement is not the City’s. • The minimum orifice size is 1 inch. Please revise the Water Quality calculations accordingly. • The study indicates there are 20 rows in the perforated riser, but the plans show 17 rows. Please reconcile. • The study indicates that meeting 2 of the 3 release rates is not possible. This will be considered further after the required supporting information has been submitted for review. • The study includes a “waiver” request for encroachment into the stream buffer in two locations. The plans do not seem to show any encroachment at the loading dock. The encroachment at the detention basin will not be supported by staff because sufficient justification has not been provided showing why no other options for the basin to remain outside the buffer exist. • Please include all required supporting calculations, including calculations to verify that the emergency overflow spillway has been sized appropriately.

Mass Grading and ESC Plans: Since the detention basins will also act as sediment basins, their information must be included with the Sediment Basin #1 information provided.

Sheet C3.00: • Why are there two medium duty and two heavy duty asphalt pavement sections? If all four are to be used, please rename for clarity and differentiate between locations of use. • The City requires a 6” granular base course between the asphalt base course and the chemically stabilized subgrade. Any deviation from this requires approval from the City Engineer. Two of the four asphalt pavement sections don’t meet this requirement.

Sheets C5.01-C5.04: Label the retaining walls A-C to match the detail sheets.
