The Street, Stormwater, Master Drainage Plan, and Erosion and Sediment Control Plan are showing the street grade along SW River Run Dr. at 9%. This slope exceeds the allowable slope specified in the Design and Construction Manual for a Residential Collector street. This will have an affect on the design of the sanitary sewer, and hence, resubmittal is required.

It appears that proposed manhole A-1 is existing City manhole #51-003. The F/L in and out elevations are greater than 2 feet difference in elevation, and a drop manhole should be constructed if using these incoming flowline elevations. Alternatives may be deepening the incoming sanitary sewer, provided that the depth of cover requirement or maximum slope is not exceeded. This item was caught during a final QA/QC check of the plans, and must be corrected.

Sheet 5: A note is provided concerning the abandonment of the private school connection. The note refers the user (i.e., contractor and inspector) to the Design and Construction Manual). The specific method for abandonment must be shown on the plans rather than referring the user to a document that might not be on-site, or may not be available in the field. If the line is being abandoned in place, then the following action should be performed: 1) the private sewer line connection at the manhole must be abandoned by plugging the incoming line with a 1-foot thick plug of non-shrink grout sealed with a Portland cement grout, and 2) the opposite end must also be plugged as described above. Please provide specific notes on the plans concerning this procedure.

Sheet 5: Two sanitary sewer manholes are shown within pavement, as allowed by discussions with Water Utilities. These two (2) manholes within pavement must be flush with the surface, and include an 8" thick square-shaped cap of KCMMB concrete, one (1) foot around the manhole frame and lid, with a final 2" layer of surface course asphaltic concrete. The 8" thick cap must extend a minimum of one (1) foot beyond the trench, to provide a "bridging" support. The KCMMB concrete should be constructed with deformed #5 bars around the manhole frame and lid. This method will ensure a frame and lid with long-term resistance to settling. Please provide a plan and section view showing this method of construction on the street, stormwater, and Master Drainage Plan, but provide specific references in the sanitary sewer plans concerning this feature (e.g., a note is sufficient, referencing the construction of KCMMB diamonds around the frame and lids, see Street, Stormwater, Master Drainage Plan for details).

The sanitary sewer alignment does not follow the approved Preliminary Development Plan dated Feb. 5, 2017. Although the exact location may be changed to an extent, the alignment shown in the vicinity of Lots 1 through 12 are significantly different. The sanitary sewer is shown in a parallel arrangement with the existing 24" sanitary sewer, rather than along the roadway. The sanitary sewer is also shown in the rear yards, which is a violation of the Design and Construction Manual.

The revision sheets contain several design changes that were not reflected in the original comment letter or the "response to comments" letter. Unless major alignment changes are revised, we have been requiring that all revisions include appropriate notation (e.g., revision clouds or other appropriate methods) showing the revision, the date of the revision, and other notes indicating what was revised. The problem that we have in reviewing these re-submittals is that revisions are made in accordance with the comments, but other, non-documented changes are made without our knowledge. This has lead to a number of issues, including plans that do not meet the standards set forth in the Design and Construction Manual.

Regarding the realignment issue discussed in comment #1, any waiver request would need to be approved by the City, and appropriate notes placed on the plans stating that a waiver has been granted. Any waiver request would need to be accompanied by a diagram showing the original alignment, the proposed alignment, the reasoning behind the revised alignment, and grading plans showing the rear-yard sanitary sewers are accessible to two-wheel drive vehicles. Appropriate clearing and grading activities would be required, with cross-slopes and running slopes adequate for access to two-wheel drive vehicles. At this time, the City cannot support such a waiver because it appears there are better alternatives than the proposed alignment. Ideally, the original alignment shown in the Preliminary Development Plan would be satisfactory, but the storm crossing feature on SW River Run Dr. may present a challenge. Other alignments, however, appear to exist which would not require a waiver to the City's Design and Construction Manual, and we would recommend this be explored.
