THE BUILDER (DAVE RICHARDSON) TRIED TO GET THE ENGINEER INSPECT AND APPROVE THE FOOTING TO GET AWAY FROM EROSION CONTROL REQUIEMENT. THERE IS NO EROSION CONTROL IN PLACE.
