The 6 inch minimum clearance that is shown between the screw-in anchor and the pipe is not sufficient. These anchors derive their strength from surrounding soils. A 6 inch clearance will lead to failure of the base supporting the decorative light pole. After discussing internally, the City would allow a minimum of 3.0 feet, as measured from the center of the light pole, to the outside of the trench. Please revise the plans accordingly, since this will change the angle considerably, and will also change the water line relocation, the new manhole location, and the brick paver removal and replacement plan contained within the Final Development Plan.

Please review the above comment. The minimum distance of 3.0 should be dimensioned from the center of the decorative light pole, to the side of the trench. The trench must have a minimum of 6 inches on each side of the 15 inch pipe, so depending on the width of the trench, the absolute minimum distance between the outside of the pipe and the center of the decorative light pole must be 3.5 feet.

Traffic comments include the following: 1) there is no plan addressing Amtrak customer parking, or how this will be managed, 2) a signing plan to prevent cut-throughs on the bank property was not shown, 3) a separate pdf is being attached showing the minimum requirements concerning the closure of parking spaces for Amtrak customers, and these parking spaces will by necessity be shut-down for the duration of Phase 1 and Phase 2 of the road and storm sewer project.

During our meeting on June 17, 2019, we discussed the necessity of deflecting the pipe to avoid the existing decorative light pole and base. No such deflection was shown on the plans, only a note was provided. An estimate of the deflection must be shown to avoid the light pole and base, with consideration that the 15 inch storm line is not an infinitely thin line as indicated on the plans. The estimated deflection will affect the placement of the new manhole within the street, and will also affect the water line relocation plans shown elsewhere in the plan set.

Sheet C.306: The traffic control plan has not changed since the last submittal, with the exception of the note stating that a 4 foot trench shall be installed to facilitate construction of the storm sewer. While this is acceptable, and we agree that a separate traffic control plan is required at the time that full panel removal and replacement takes place, the traffic control plan must reflect what is to occur during the first phase of construction. In other words, the 4 foot trench should be shown, with traffic control shown to manage this portion of the project. The conflicting note stating that "The Road Shall be Closed and Traffic Only be Allowed Between 9 am and 4 pm" has been discussed in the last two (2) comment letters, but still appears in this plan set. As discussed in previous comment letters, and also at the June 17th meeting, the road shall not be closed. A minimum of one lane traffic must be maintained during the first phase (i.e., during the construction of the 4 foot wide trench and storm line).

In response to our comment concerning the note about water line removal/abandonment, it was merely taken out of the plans, and the response was "water line will not be removed". The water line shown along the north side of the property must be properly removed and/or abandoned in-place. This was a condition of approval of the Preliminary Development Plan, and also, Water Utilities has indicated this line must be properly removed and/or abandoned.

Sheet C.304: There is still considerable confusion on what is required for the full panel street repair. Please see the previous plan sheet for the Downtown Streetscape project that was previously provided. The centerline of the street should show a "longitudinal constructon joint", and the other longitudinal joints are "longitudinal contraction joints." The "isolation joint" along the back of curb should be revised to show no dowel. The isolation joint should be merely shown with the isolation joint filler and sealant. This joint is placed against the back of brick pavers, and as such, no dowels should be used or would be able to be used. The legend should be updated to include "longitudinal construction joint", and the "isolation joint". Finally, where are the plans for removal and/or abandonment of the water line running east/west along the north side of the project?

No full closure of the road will be allowed due to the conflict with local businesses along Main St. Examples of conflicts include the following: 1) there are two (2) sheet C.304, 2) the note "the road will be closed" conflicts with the traffic control signs shown on Sheet C.304, 3) parking is still shown as being allowed during the one lane closure, which is going to be difficult (if not impossible) to maintain one lane of traffic, 4) the note "road plating during non-working hours" doesn't make sense if concrete is curing.
