Please refer to previous applicant letter concerning the existing backflow vault near Hamblen Rd. The notes state "DO NOT DISTURB", but the plan view shows a sump pump being installed. A 1 inch PVC pipe is shown daylighting to the ditch along Hamblen Rd. The markup of WAT-12 shows a 1 inch gravity line daylighting by gravity. In other words, there are at least three (3) discrepancies shown on the plans, and there are missing details concerning electrical service being provided on a permanent basis to the sump pump, modifications to the backflow vault to enable the sump pump to discharge to the ditch as shown (i.e., leaving the hatch open is not going to be allowed as a long-term solution), and any other modifications necessary to the backflow vault to install a sump pump.

The off-site traffic improvement plans discussed above shall be complete in terms of required items. As submitted, it is incomplete. A simple plan view is insufficient for the level of work required for this project. In general, the following items are required for the off-site traffic improvements: 1) cross-sections at appropriate intervals, showing the widening and the grading to be completed to the east of the widened-portion of pavement, 2) sign removal and relocation plan, 3) striping plan, 4) overall plan view of the grading, 5) erosion and sediment control plan, 6) driveway and intersection restoration plan (i.e., the one to the north near the creek, and the one at Kingspoint and Hamblen), and 7) overall restoration plan, including sodding, seeding, fertilizer, mulch, etc.

Concerning the shoulder typical section discussed above on Sheet C.250: It does not appear the pavement section shown complies with any widening requirements discussed in the Design and Construction Manual. In accordance with "Arterial Street Widening", it would appear a minimum of 10 inches of asphaltic concrete is required, along with crushed aggregate base and either chemically-stabilized subgrade or geogrid. It has been our experience that geogrid is not practical at this width, so it would appear chemical stabilization is required. Please revise the typical pavement section as appropriate.

Signs shall be reflective material with a white color background with symbols, letters and border in red color. "FIRE LANE—NO PARKING". Option 2 : A sign twelve inches (12") wide and eighteen inches (18") in height shall be mounted on the side of a structure or other permanent fixture approved by the Fire Code Official. The bottom of the sign being seven feet (7') from finished grade. Spacing of signs shall not exceed fifty feet (50') between signs. 2018 IPC 708.1.2 Building sewers. Building sewers smaller than 8 inches shall have cleanouts located at intervals of not more than 100 feet. Building sewers 8 inches and larger shall have a manhole located not more than 200 feet from the junction of the building drain and the building sewer and at intervals of not more than 400 feet. The interval length shall be measured from the cleanout or manhole opening, along the developed length of the piping to the next drainage fitting providing access for cleaning, a manhole or the end of the building sewer.
