It appears the only item that has changed since the last submittal is a note stating that EWDB-3 is to be installed after the drainage easement has been obtained. It was our understanding you were going to provide a re-design of the system to accommodate the single sediment basin, and this does not appear to have been done. EWDB-2 shows an exit pipe entering a basin which will not be constructed until the future, so this is not going to be possible as shown. Please evaluate, review, and provide a re-design which accommodates the changes. It would be preferred that a separate plan be developed which eliminates any indication of EWDB-3 until such time that the off-site drainage easement has been obtained.

The erosion and sediment control plan shows the installation of gutter buddies on "at-grade" curb inlets. This will prevent the storm collection and conveyance system from achieving its design objectives, and may lead to structure and/or street flooding. Please eliminate gutter buddies at the "at-grade" locations. The gutter buddies can be utilized in a sump condition, but only if a suitable overflow route is established for the clogged condition. Please revise as appropriate.

The plans are lacking the outlet pipe details for both sediment basins. In addition, a site-specific plan for both sediment basins was missing. As shown on the standard detail, a site-specific design is always required for a sediment basin. This includes all aspects of the system, including elevations, pipe type, diameter, etc.

An off-site easement appears to be needed at the drainage point of EWDB #3. This off-site easement should be private rather than public. Please provide a courtesy review copy of the easement, along with an 8.5 by 11 inch exhibit showing the limits of the private easement in graphic format prior to execution and recording.

It is understood that mass grading as shown on this plan will be undertaken at once rather than phased over the life of the project (i.e., Traditions at Blackwell, Reserve at Blackwell, etc.). If this is not the case, please respond. This has a bearing on the review of the off-site sanitary and off-site water line, and since our understanding is that the mass grading will take place during the platting of the first phase (i.e., the Residences at Blackwell), this is key to the review since the City will not desire overland lines to be laid in areas of extensive future grading.
