Lee's Summit

Sheet 553: The old 12” water main running along the west side of the project in a north/south alignment should be abandoned at Lee’s Summit Road. At Lee’s Summit Road where this 12 inch main is currently connected, remove valve 84192 (i.e., the valve that is located on the 12 inch line serving the north/south branch of the line to the southwest of the existing tee), install a plug in the tee, pour a thrust block against the plug and abandon the old 12-inch main to the south. The water main might be under the sidewalk so some sidewalk restoration might be needed. Do not install a fire hydrant shown in detail 1, as the entire 12 inch line from Colbern Rd. to Lee's Summit Rd. will be abandoned in-place. Abandon the 12” main at the tee on the north side of Colbern Road. Plug the tee and place a thrust block against the plug. Abandon the 12-inch water main to the north of the tee on the north side of Colbern Road.

Sheet C557: Note in the profile at Sta. 21+53.38 includes installing a 12”X6” tee. There are no notes stating to install the remainder of the hydrant assembly. Please provide notes to install the remainder of the fire hydrant assembly.

Sheet 559: It looks like the Curb Inlet D-2 was moved closer to the RCB to avoid a conflict with the 20” water main. Looking at the 20-inch water main record drawing, it looks like the top of the main could be between elevation 946 and 947 where the proposed storm pipe will cross the water main. It is suggested the 20 inch water main be potholed in this location to confirm its location vertically and horizontally, as this will be a major impediment to construction if there are any conflicts.

Sheet 563: Please delete the air release valve if the hydrant at Sta. 13+70.64 is near the high point on the proposed water main. The fire hydrant can be used on a periodic basis by Water Utilities to release entrapped air, and hence the requirement to place an air-release assembly is negated.

Sheet 567: Add a 12” valve on the west side of the 12”X12” tee at Sta. 28+01.20. This is an important water main and needs three valves. The existing 12” water main connection located west of Sta. 28+01.20 has three valves.

All Sheets with 12 Inch Butterfly Valves (In particular, the northern extension sheets): Please delete the references to 12 inch butterfly valves, and substitute "gate valve" in its place. The City recently changed the requirements, and butterfly valves are no longer required unless the water main is 16 inches or larger.

Sheet C566 and C556: Please delete the steel casing carrier pipe at the road crossing. The City no longer requires the use of steel casing carrier pipe at road crossings, except for sanitary sewer.

Sheet C567 - Temporary Connection Detail A: Please change the 12 inch butterfly valve to a 12 inch gate valve.

Sheet C566: Add notes specifying the 12 inch water main to be bored. No open trench installation will be allowed.

Add bold notes on the abandonment plan that abandonment of the existing north/south 12 inch water main shall not be allowed until the new line along Douglas St. has been completed. Otherwise, there will be insufficient water pressure for water customers to the north of your development.

Sheet C551: Estimate of Quantities, change “12” PVC Bends” to “12” DIP Bends”.

Sheet C554: Delete the blue hydrant and the 8-inch water main on the north side of Chipman Road. The 8-inch main north of Chipman Road and the hydrant will not be installed with the Colbern Road Project. Delete the note stating, “NEW 8-INCH WATER MAIN” on the north side of Colbern Road.

Sheet C554: Delete hydrant on the north side of Colbern Road connecting to the new 20-inch water main because it will not get installed. Delete the note stating, “RELOCATE EXISTING FIRE HYDRANT BY APPROXIMATELY 1.5 LF NORTH”.

Sheet C554: Right of way and easement lines were not visible south of the proposed 12-inch water main. Please show their location, and please revise as appropriate.

Sheet C555: Colbern Road project will remove the hydrant north of Colbern Road at Sta. 16+30. Please revise as appropriate.

Sheet C556: Delete note “NEW 12” WATER MAIN LINE B” north of Colbern Road at Sta. 20+90. Please revise as appropriate.

Sheet C557: The Colbern Road project will not install a new hydrant on the 20” water main near Sta. 13+12. Please delete and revise as appropriate.

Sheet 559: On Sheets 17 and 39 from the Colbern Road and Douglas Street Public Road Improvements signed 7-14-2023, the 20-inch water main conflicts with curb inlet D-2. According to a record drawing, the top of the 20-inch water main is at elevation 945 to 946 near the curb inlet. Can the curb inlet be moved closer to the RCB to avoid the conflict with the 20-inch water main? The concrete encasement on the 20-inch water main will likely be able to be eliminated from the project. Please evaluate and revise as appropriate.

Please refer to last applicant letter. We had requested the extension of the 12 inch water main along Douglas St. to the north to tie into the existing 12 inch line near the airport entrance road . The response to comments states these are to be completed as part of an approved plan for Aria development. It does not appear we have any approved plans for the Aria development, nor would it appear we have any ability to require its construction if we had approved plans since the overall development is not approved. Therefore, it would appear the plans for the extension of the 12 inch main to the north shall be required as part of this plan set. Please update as required.

Please refer to comments on the Final Plat. During a recent Zoom call with the applicant, we were made-aware of a possible residential subdivision to the west of the retention basin. It is unclear how public water will be able to serve this residential subdivision. Suggest a separate meeting to discuss.

Sheet C554: 1. Sta. 10+00 Line A: WU is considering installing a 12” X 12” cross instead of a 12’ X 12” tee in the Colbern Road Project south of Sta. 10+00 Line A. If the cross is installed, the proposed water main will connect to the cross. 2. A note on the north side of Colbern Road included moving a fire hydrant 29 feet NW. WU is considering moving the hydrant in the Colbern Road plans 30 feet to the east to avoid the Discovery Park entrance.

Sheet C555: 1. There is a note to raise an existing hydrant on the north side of Colbern Road. The Private water main plans indicate abandoning the 8-inch water main. If the 8-inch water main will be abandoned, remove the hydrant instead of raising it.

Sheet C556: 1. The proposed water main turns north at Sta. 19+62.40 to cross Colbern Road. Can the water main cross Colbern Road closer to the intersection such as near where the right-of-way turns toward the Douglas Road right-of-way lines?

Sheet C557: 1. Sta. 9+88.21 Line B: If the 8-inch water main is going to be abandoned, do not install a fire hydrant at Sta. 9+88.21 Line B.

Private water main plans: 1. The water supply requirements for Discovery Park are unknown. WU is considering installing a 12-inch water main across the westernmost entrance instead of an 8-inch main in case a 12-inch main is needed. 2. Proposed hydrants are shown along the north side of Colbern Road that appear to connect to the proposed water main on the south side of Colbern Road. These hydrants will need to connect to the private water system north of Colbern Road.

On sheet C553 of the plans, there is a note to abandon approximately 1800 feet of 8-inch water main along the west side of the property. The main is actually a 12-inch water main. Abandoning the 1800 feet of 12-inch water main will create about two and a half miles of dead end water main extending north then east to the northeast corner of the airport property. The proposed 12-inch water main will need to be extended north along Lee's Summit Rd. and connected to the 12-inch water main running along Lee’s Summit Road. Please revise as appropriate.

Sheet C553, a note near Douglas states portions of the existing 8-inch water to be abandoned. This water main is actually 20-inch.

Sheet C554: Fire hydrant along Colbern at the new entrance is shown within 20 feet of curb return. All fire hydrants should be located no less than 20 feet from a curb return. Please revise.

Sheet C554: Tee at station 10+00 is too close to the vertical bend. The northern valve may be on a 22.5 degree incline. For more information, see Garver Plan sheet C-817. Please revise as appropriate.

Sheet C554: Incorrect fire hydrant is called-out. Please use the City of Lee's Summit standard fire hydrant for all fire hydrants used on this project.

Sheet C554: The Garver plan set (i.e., Sheet C-818) shows the existing water main is under the shared-use path. Please evaluate and revise as appropriate.

All Sheets: Please show the right of way and/or easement boundary on all sheets. In particular, Sheet C554 appeared to be missing this information.

Sheet C554: Inset view on "Permanent Connection Detail" shown in lower right hand corner states "existing solid sleeve". Shouldn't this be specified as "proposed solid sleeve"? The main doesn't exist at the present time.

Sheet C554: The legend specifies a symbol for "straddle block". Please show where straddle blocks will be installed, including the inset views.

Sheet C555: A fire hydrant is shown within a median at the new entrance. Please move this fire hydrant outside the limits of the median, and ensure it is a minimum of 20 feet from any curb return.

Sheet C555: Please show the location of all right of way and/or easements.

Sheet C556: Please show restrained joints inside the casing carrier pipe throughout the entire length.

Sheet C558: A bend is shown near station 17+00. The as-built Record Drawings from TransSystems do not show this bend. How was this information obtained?

Sheet C558: There is confusion on where the right of way line is located. Please label, and ensure any future right of way line is also shown.

Sheet C559: A bend is shown in the existing line at station 20+50. The as-built Record Drawings from TransSystems do not show this bend. How was this information obtained?

Sheet C560: Please show a restrained 8 inch gate valve to the 12" by 8" tee near the backflow vault.

Sheet C560: Dead end water mains shall always terminate with a fire hydrant, not a flushing assembly. However, the 12 inch main shall be extended along Douglas St. to form a loop with the existing 12 inch main along Douglas St. to the north in accordance with prior comments, so the comment is moot. Please evaluate and revise as appropriate.

Water Utilities would prefer the 12 inch main serving their lift station facility be abandoned from Douglas St. to their lift station, as water service at this location is not needed. Please evaluate and revise as appropriate.

Sheet C560: Why is the section of water main near station 10+00 being relocated? In any case, as-built Record Drawings indicate there is a straddle block on the 20 inch main near station 10+56. If any work is necessary based on the question above, no disturbance of this straddle block should be allowed during construction. If appropriate, add sufficient notation that describes the straddle block and a clear note stating "do not disturb" or equivalent language.

Sheet C560: Profile view of 20 inch main shall be shown with restrained joints throughout the section to be replaced. Please revise as appropriate.

Sheet C560: The as-built Record Drawings from TransSystems sheet LS-103 shows the 20 inch main crossing under the culvert. Top of the pipe at Station 10+00 should be approximately 938.0. Please revise as appropriate.

A meeting between the engineer, Water Utilities, Development Services, and Public Works is warranted to discuss these comments and how they relate to the Colbern Rd. Capital Improvement Project. We will be in contact concerning this meeting which is anticipated to take place via Zoom.
