Corrective Action Required

Corrective Action Required
The notarized temporary grading easement appears to have been whited-out on the Grantor space, and the phrase "UNIVERSAL RENTALS" pasted on the top of the original wording. It would appear, therefore, an alteration of the original notarized document occurred, thus rendering the document unenforceable.
Corrective Action Required
The easement document must not only specify the Grantee in terms of current owner, but the land for which it applies. As submitted and recorded, the easement merely grants rights to a person, and that person will no longer own the property in question after the sale. We would recommend the applicant submit a courtesy review copy of the easement to the City for review prior to execution and recordation to avoid these situations. Please be aware the original submittal of the easement was left blank for the Grantee, and we understood the applicant would ensure the Grantee was properly identified in terms of name/address, and land to which the easement applies.
Corrective Action Required
Please see Planning comments concerning plat note additions and discrepancies related to incorrect location (Cobey Creek). Also, no plat language was provided concerning building permits not being issued until such time as the work included in the Master Drainage Plan has been completed.

Corrective Action Required
The application is missing the following items: 1) off-site stormwater improvement plans, 2) off-site easement(s) for stormwater improvements (we are only showing an unexecuted and unrecorded temporary construction easement), 3) Master Drainage Plan for the new subdivision. The response to comment letter states these items were submitted, and our tracking software shows something was attempted for upload on 6/22/2020, but it does not exist.
Corrective Action Required
If the work on the off-site improvements has not been issued a Certificate of Final Acceptance, then an irrevocable letter of credit could be submitted to record the plat. No building permit, however, could be issued until an as-graded and approved Master Drainage Plan has been submitted, and the off-site improvements are substantially complete.

Plat appears to encroach upon parcel to the south. Ladwig & Associates will record the larger survey of the surrounding area with the County. Once the County GIS approves it, we can look at the plat in light of the new linework.

A Master Drainage Plan was missing from the submittal. This plan should also address the off-site grading across Lot 17A, Replat of Lowe's Addition, Lots 15, 16, and 17, and any other grading beyond this lot that is necessary to establish proper drainage.

Plat corner control points do not reflect the area platted: these control points lie near SW Noel and SW 2nd if using feet. There is no reference to feet or meters, and no grid factor.

A note should be added concerning the Master Drainage Plan. At the current time, a Master Drainage Plan may be the best method for assuring the swale in the rear of the lots is installed according to plan. If not providing a separate Master Drainage Plan and subsequent as-built Master Drainage Plan, then a Final Development Plan might be sufficient to ensure this is constructed.

The required note concerning the presence of abandoned oil and gas wells was missing from the plat. Please indicate whether abandoned oil or gas wells exist, and the method used to verify this information. Please be aware that visual indication of the presence of abandoned oil and gas wells is not sufficient. Either consult with the MDNR Division of Geology and Land Survey database, or perform an office visit at City Hall to review the 1995 report by Edward Alton May, P.E.
