John Jackson has been helping me out here as he has been staying out here observing what is gong on. They have now installed F-Line MH F-1 and F-2. Today they are working on the service lines. There was rain yesterday, they worked till about 2. They have been installing the service lines up to MH F-1. Olsen has been testing for all the road crossings of the main and the service lines. C-10 to C-14 and all the service lines has been completed and the compaction tests for road crossings. F-1 and F-2 has also been completed and so have the service lines and the compaction tests. Last week when it rained the contractor did lifts and backfilled without the tester from olsen doing any compaction tests while it was raining. The next day we got it figured out and they dug up the ones they didnt get tested , no pot holing. They have now started on line G, they have the core drill and boot installed on the existing MH next to line C. They have installed G-1, 2 and 3. They also have service lines for lot 103 and 102. The contractors are working on the main installing the wyes for the service lines, they are not doing any road crossings now , just wyes. They are wanting to do backfilling in the rain today because the ground has been so dry. I spoke with Dan and he said a very light misty rain is ok for the ROW but not road crossings. The tester for the Olson will not test in the rain. I spoke with Chad from Holthouse and he is not going to backfill if it rains hard or more than a mist. There are problems with the erosion control devices on your site. On friday 10/12/18 we had an on-site meeting at the church on Lakewood Way that backs up to the Montcello Project. During the heavey rains that occured over the past weekend the temporary sediment basin overflowed and a lot of silt washed off the Monticello property onto the church property. The silt ran into the church detention basin . Troy Bellah , Chad Holthouse, Dan Harper , myself and John Jackson met on-sight and determined that the Montecello representitives have to clean out the detention basin on the church property. Dan Harper was out sick so I spoke with Kent and Gene about this as the e-mails were coming in from the developer. On wednesday morning Gene spoke with George Binger about what to do for these crossings, I also spoke with Dan on wednesday morning and he thought if it was not too deep to fill in with MO type- and do it in 6" lifts and compact. John Jackson and I observed that is was only a few feet deep and allowed to fill with Mo-Type-5. John Jackson stayed out and observed what was going on. John says we are doing a proofroll on monday. There are problems with the erosion control devices on your site. On friday 10/12/18 we had an on-site meeting at the church on Lakewood Way that backs up to the Montcello Project. During the heavey rains that occured over the past weekend the temporary sediment basin overflowed and a lot of silt washed off the Monticello property onto the church property. The silt ran into the church detention basin . Troy Bellah , Chad Holthouse, Dan Harper , myself and John Jackson met on-sight and determined that the Montecello representitives have to clean out the detention basin on the church property. The church and the contractors agreed to have it done in the next few weeks. They have also installed all new erosion control devices around the entire property. Steve Robbins 10/23/2018 7:13 AM

A complaint from 4712 Pocono Circ was received about silt running to their yard from the houses behind. I checked the complaint and it appears that silt has ran down from lot 4705, 4709, and 4713 and has filled in the swale that runs between the houses. The houses have silt fence up as of now but it appears that it has failed recently as there is a lot of silt in the swale and has come over in the yard of 4712 Pocono circ. I will reach out to the developer to see if he can work together with the builders to get this taken care of.
