LOT LINES. The jog in the lot line where the existing Home Depot pole sign sits will create a separate parcel that will result in an off-premise sign, which is not allowed. The pole sign will need to remain located on a contiguous lot as the Home Depot building, or the sign can be converted to a multi-tenant monument sign located on the same lot as Home Depot or the proposed gas station.

ARCHITECTURE. To better be able to review the building elevations for compliance with the need of projections on all sides, provide a rendering of the building to better illustrate said required projections. Projections are required to break up large expanses of flat walls. This comment can be picked up on the final development plan. Staff will simply add language on the PDP staff letter regarding the inclusion of projections as a condition of approval.

The Preliminary Development Plan (PDP) for Home Depot, the overall development, was approved in 2001. Since then, design standards have been updated and the eligibility period to use the previous standards on subsequent projects within the overall development has ended. The updated standards consist of detention for both peak attenuation and for water quality. Detention for Water Quality (40-hour extended detention for the 90% mean annual event) will be required. However, since there are currently no known downstream flooding problems, detention for peak attenuation may be eliminated if an analysis of the existing storm sewer system between the project site and the south side of SE Bailey Road can show that there will be no negative impact from this proposed development. This stormwater report will be required with submittal of a Final Development Plan.

Section 22.5-4 of the UDO states “All developments with respect to which an application for a preliminary development plan (PDP) or preliminary plat was filed prior to the effective date of this chapter may be completed in accordance with the terms of the Design and Construction Manual which was in effect prior to the effective date of this chapter, so long as construction begins within twelve (12) months of the approval of the application.” Seeing as the PDP for the Home Depot development was approved in 2001 and 21 years have passed, the originally approved plan for stormwater management no longer applies. However, the City is willing to accept treatment for the water quality storm event (1.37”) and a stormwater study extending from the site to SE Bailey Road.

TRASH ENCLOSURE. - Trash enclosure areas shall be improved with a Portland cement concrete pad and a Portland cement concrete approach 30 feet in length, measured from the enclosure opening. The pad and approach shall be improved with a minimum six inches of full depth unreinforced Portland cement concrete constructed on a sub-grade of four inches of granular base course. - Provide a note or detail indicating that the trash enclosure shall be constructed of masonry walls and painted solid steel gates of a color compatible with the building it serves.
