Thrust blocks are called-out throughout the project, but the plans call for the use of restrained joints rather than thrust blocks. Please reconcile this discrepancy. However, it appears thrust blocks will be required where the new water main is being connected to the old water main (e.g., the north connection point, and the south connection point).

Megalugs are not considered restrained joints. The note on Sheet 2, Note 4 appears to reference the use of Megalugs. In the City of Lee's Summit, Megalugs can only be used as a temporary measure during concrete thrust block curing, in order to allow the line to be brought back into service in a reasonable timeframe. Please see Section 3900 of the Design and Construction Manual for specific references to restrained joints, or alternatively, reference the City of Lee's Summit standards, with a note specifically prohibiting Megalugs as being considered restrained joints.

What is the plan for abandonment of the water line that is to be taken out of service? If a water main is indicated for abandonment, it shall be abandoned by removal and backfill if required or by plugging each end of the line segment. To plug each end of the line segment, a section of pipe at least 10 feet long shall be cut out of the existing line. The water shall be drained out to the fullest extent practicable, and the ends shall be sealed with a 1-foot thick plug of non-shrink grout sealed with a Portland cement grout.

Sheet 2: Note #4 discusses bituminous coated fittings and cement mortar lined interior. The City of Lee's Summit requires these fittings to be epoxy-coated. This includes the interior and exterior of all fittings. In addition, the call-out for the specification is incorrect. Please see Section 3901C(5)b for specific call-outs.

Why is a different trench being constructed for this water line? As shown, there is not enough horizontal distance between lighting poles and the new water line. A minimum distance of no less than what currently exists is allowed. Typically, for new installations, a minimum of 10 feet is required.
