Revisions were made to the length of the water main around cul-de-sac bulbs in response to the previous comment letter. However, the water main is shown up against or in two separate cases, outside the limits of the public easement if the width of the line is taken into account. The water main should be placed as close as possible within the centerline of the easement, or at a minimum, sufficient distance (i.e., 5 feet) from the outside of the pipe to allow future maintenance.

Revisions were made to Sheet 3 in response to our previous comment letter regarding "consideration given between storm lines and water lines". However, on Sheet 3, at station 0+00, there is not enough depth of cover, and the separation is less than 18 inches.

Sheet 3: Revisions were made to the profile view of Line 2 which appear to show abrupt slope changes in the pipe. Even though the horizontal versus vertical scale is exaggerated, it appears the angles are excessive, and would not be allowed on C-900 pipe. The only deflection allowed in C-900 pipe is 1 degree in the joint, not the pipe. No stress is allowed within the pipe itself. It appears a different design is warranted, based on these abrupt slope changes.

Sheet 3: There are two (2) instances where the water line is greater than 7 feet. It would appear the storm lines may be raised to meet the 7 foot rule, or perhaps raised to allow for the installation of the water main above the storm line. Installation of the water main above the storm line is preferred, since this presents less maintenance cost to the City.

It appears that no consideration was given towards installing the water lines above the storm lines. It appears the storm lines were designed first, with no regard to the placement of water mains. Water mains are usually the first item requiring maintenance, and installing them beneath storm structures is not preferred, and costly. While looking at the storm design, we would like to see efforts made to install these lines above the storm lines.

Water mains must be installed around cul-de-sac bulbs so that no single service is installed beneath the cul-de-sac. As shown, At least two (2) of the lots in each cul-de-sac will require service beneath the cul-de-sac bulb. This is not allowed. Extension of the line around the bulb is required.

Only two (2) valves are required, and desired, at a tee. There are two (2) locations where three (3) valves are shown. This presents additional maintenance costs to the City. Please delete one (1) of the valves at each location.
