Jan. 15, 2014 Wrote letter to Gen. Contractor stating ESC is out of compliance. Emailed a scanned copy of the letter; mailed hard copy to Gen. Contractors office. Gen. Contractor acknowledged receipt of the letter and stated that ESC would be improved by Jan. 20, 2014.

Walkthrough at site with Matt Irmer, Matt Perry, Joe, with Midwest Concrete, and Charlie, with Midwest Concrete. Went over all of the problems with the concrete pavement. Curb in the driveway approach for Lot 3 must be removed and replaced. Problems exist with joints in the cul de sac, curb and/or pavement must be removed and replaced. Joints need to be redone in the intersection of Wilshire Dr. and Meadowview Dr. which will require removing pavement. Spalled areas that were patched along the centerline of Wilshire Dr. at the intersection of Meadowview need to be eliminated, which will require removing and replacing concrete. Tracks are present on westbound Meadowview, pavement will have to be removed and replaced. Cracks are present along a joint in eastbound Meadowv. - pavement must be removed and replaced. Problems exist on old Meadowview, pavement, westbound, entering the site. An expansion joint is required at the interface of old and new Meadowview. All joints must we widened. All of these problems were discussed with Matt Perry, Fairway Constr., Joe with Midwest Concrete, and Charlie, with Midwest Concrete.

5107.1 TEMPORARY SEEDING: A. Description: Temporary seeding is the establishment of fast-growing annual vegetation to provide economical erosion control for up to 12 months and reduce the amount of sediment moving off the site. Annual plants which sprout rapidly and survive for only one growing season are suitable for establishing temporary vegetative cover. B. Application: This practice applies where short-lived vegetation can be established before final grading or in a season not suitable for permanent seeding. It helps prevent costly maintenance operations on other erosion control systems such as sediment basin clean-out. Temporary or permanent seeding is necessary to protect earthen structures such as dikes, diversions, and the banks and dams of sediment basins. C. Planning Considerations: Prior to the start of construction, plant materials, seeding rates, and times should be specified by a qualified professional. Plans and specifications should be referred to by field personnel throughout the construction process. To ensure emergence, vigorous growth of seedlings, and continued plant growth, prepare seedbed, add lime and fertilizer according to soil tests, mulch all but the most ideal sites, and follow seeding dates. D. Design Criteria: See Section 2151.1 for seeding rates and mixes.
