Section 15.1.f of the City's Access Management Code specifies that "access for a single residential property are not permitted on collectors and arterials and access to collectors and arterials for residential properties shall conform to other provisions of this code which preclude such access if an alternative exists from a local street, access street or shared access condition." By this rule the access along Douglas is not permitted once the access along Maple is constructed. A variance may be requested in writing and may be supported by staff.

Stormwater report has conflicting information regarding if the design meets APWA 5600. Provide the percentage of voids used in the storage volume calculations. Show how this detention pit will drain within 24 hours. Add shear stress calculations to the plans.

Corrective Action Required
Has consideration been given to connection to the storm inlet (1757) at the corner of Douglas St. and Maple St.? With a waiver for detention, this potentially could eliminate the detention pit and the possible negative impacts to this development and the neighboring properties. Please be aware that final plans for the CIP stormwater project are now available, and the construction is planned to start Summer 2026.

Please incorporate into the plans the permanent sidewalk/utility easements and temporary construction easements recently obtained for the City’s CIP roadway project. This has been provided to the designer by separate document.
Corrective Action Required
The landscape plan must be amended to better coordinate with the CIP roadway project. No new trees or shrubs should not be planted in the areas needed for permanent or temporary easements. The submitted landscape plan shows larger caliper trees proposed withing the new permanent 10’ utility easement which will not be allowed. Please verify and note on the plans that only ornamental trees and shrubs may be planted within any easement.

- All asphalt materials shall conform to the KCMMB ASPHALT MATERIAL SPECIFICATION, current edition.
- All concrete materials for paving curb and gutter, sidewalks, paths, commercial driveways and other pavements in the right of way shall conform to the KCMMB specifications.
