Cover Sheet: The note on the Cover Sheet (i.e., Note 8B) must be changed to read "...10 feet" rather than 5 feet.

Scaling the distance between the curb inlet and the water line at station 9+10 +/- shows what appears to be 7 feet horizontal separation. Please be aware the minimum distance is measured from the outside of the pipe to the outside of the storm structure. As drawn, the curb inlet appears to show the inside dimensions (i.e., not the required outside dimension), and the pipe is drawn as a line, which does not account for the actual thickness of the water line.

Matt, We had an internal discussion regarding the 8” water line upgrade along View High Dr. Water Utilities is willing to defer installation of the 8” water line along View High Dr., including the connection to the existing water line at 3rd and View High Dr., until the next phase of development (i.e., until such time that any other development within the Village at View High 1st Plat takes place). The plans that were under review, therefore, will need to be revised to reflect this change. All other aspects of the plans remain the same, except for the deletion of the 8” water main along View High Dr., from Village Park Dr., to the intersection of 3rd and View High Dr.

The plan has changed in regard to the fire hydrant shown on the north side of Village Park Dr. It is now shown as an in-line temporary fire hydrant. Please go back to the original plan and show an offset fire hydrant.

A site-specific (i.e., not generic) traffic control plan is required for the work within the 3rd and View High Dr. intersection.

Please refer to comment #4 of the applicant letter dated June 13, 2017. An additional fire hydrant appeared warranted along Village Park Dr. in order to comply with the 500 foot rule. None was provided.

Please refer to comment #5 of the applicant letter dated June 13, 2017. A grading plan was provided, but no plans were presented to manage the drainage on the rough-graded road bed. There is nearly 1000 feet of drainage which would be directed to the north, with no provision for managing the stormwater. There may also be drainage issues to the south.

Please refer to comment #8 of the applicant letter dated June 13, 2017. The comment was addressed, but the call-outs for the 12" by 12" tee and 12" butterlfly valve to the east was not updated for Water Line 1 on Sheet C.504.

The water line along future Kessler Dr. is called-out as "FUTURE WATER LINE" on Sheets C.507 and C.506. The water line is not a future water line improvement, but rather, part of the construction. It should read "water line along future Kessler Dr." or equivalent language.

Please refer to comment #2 of the applicant letter dated May 5, 2017 (hereinafter referred to as "the comment letter"). Grading is shown in the profile view, but there is no grading plan shown in the plan view. It appears that preliminary road grading of Kessler Dr. is going to occur, and in some cases, as much as 12 feet of cut is shown, and in other segments there is 3 feet of fill with nothing shown in a plan view. A detailed grading plan must be developed, showing contours, contour intervals, spot elevations, preliminary road grading, future roadway extension, etc.

Sheet C.501: A 12" by 8" tee is called-out at the intersection of Village Park Dr. and View High Dr. Shouldn't this be a 12" by 12" tee, with a 12" by 8" reducer on the south leg of the 12" line?

Please refer to comment #5 of the previous applicant letter. The sanitary sewer crossing at station 5+80 is now shown, but it is too close to the water line.

Please refer to comment #7 of the previous applicant letter. An additional fire hydrant appears warranted near station 4+50 along Village Park Dr.

Please refer to comment #15 of the previous applicant letter. A detailed grading plan is required where the new 12" water line loop is proposed. It should also account for a specific future road design, and should address any drainage concerns due to fill. It is likely that storm structures and pipes will be required. Slopes should be no greater than 3:1, with less slope desired for potential long term maintenance issues.

The casing carrier pipe beneath 3rd St. is not required. These are only required in the case of a public sanitary sewer line installed beneath paved right of way.

Please see comment #12 of the previous applicant letter. Discrepancies remain in the valve call-outs. To reiterate, 12" butterfly valves are required on 12" water lines. Gate valves are required on all water lines less than 12" in diameter.

Sheet C.503: Shouldn't the tee called-out at station 0+00 be a 12" by 12" tee? Please see previous comment concerning a 12" by 12" tee with an 8" reducer on the 8" leg.

Sheet C.504: Please specify fusible C900 DR18 pipe for the portion of the water line to be installed via pipe bursting.

Sheet C.505: Shouldn't the tee called-out at station 14+03 be a 12" by 12" tee, with a 12" by 8" reducer on the 8" leg?

Sheet C.505: A 12" gate valve is called-out at station 18+81, as well as an 8" butterfly valve. These call-outs are reversed. Please go through and perform a thorough QA/QC check to ensure that 12" butterfly valves are called-out for 12" lines, and 8" gate valves for 8" lines.

It appears that an additional fire hydrant is needed on the future Kessler Dr. alignment, near station 14+00. Please ensure that a maximum of 500 feet between fire hydrants is maintained.

Please refer to comment #1 of the comment letter dated Apr. 20, 2017 (hereinafter referred to as "the comment letter). Sheet C.501 is the Water Line General Layout Sheet, and does not show the loop to the south as requested in this comment. In addition, Line numbers are provided for Water Line 1 and Water Line 2, but the other legs of the water line improvements are not labeled on this sheet. Please correct.

A grading plan must be provided for the water line loop to the south (i.e., from the intersection of Village Park Dr./Kessler Dr. to 3rd St. along the future Kessler Dr. extension). In other words, grading along this corridor will be required along with the water line improvements. Adequate drainage structures, if needed, must be provided.

Please refer to comment #4 of the previous comment letter. Details concerning the reconnection of existing water meters along View High Dr. were requested, but a simple note was provided stating that these water services would be reconnected. Please show the locations of the water meters, and relocate the note adjacent to the water meter.

Please refer to comment #6 of the previous comment letter. Locations of all bends and angle of the bends were requested, but were not labeled and the angle was not called-out.

Please refer to comment #7 of the previous comment letter. The sanitary sewer crossing on Sheet C.503 between station 5+00 and 6+00 was not shown as requested. This should be shown on the profile view.

Please refer to comment #8 of the previous comment letter. Repair and replacement of driveways is shown as being 4" of concrete. A 6" minimum thickness is required. In addition, final restoration notes were not provided as requested.

Sheet C.503: It appears an additional fire hydrant is required near station 4+50 along Village Park Dr.

Sheet C.504: A butterfly valve is called-out for the 8" line at station 10+00. This should be called-out as a gate valve.

Sheet C.504: This sheet is labeled Water Line 1. This does not match the overview sheet. Please rename this water line, and ensure it reflects what is shown on the overview sheet.

Sheet C.505: This water line is labeled as Water Main 1, which does not reflect what is shown on the overview sheet. Please rename this line, and ensure it reflects what is shown on the overview sheet.

Sheet C.505: An 8" butterfly valve is called-out. To reiterate, gate valves are required on all water mains less than 12". Butterfly valves are required for all water mains 12" and greater.

Sheet C.505: The profile view shows the 12" water main terminating at Kessler Dr. This is incorrect, and will not create the 12" loop that was required. The 12" water line must be extended to Village Park Dr., where it will then turn east, then south along the future Kessler Rd. connection, and beneath 3rd St. to complete the 12" loop.

Sheet C.507 and C.508 are shown after the detail sheet. Please move these sheets prior to the detail sheet. It is confusing to our field inspectors, Records Technicians, and the contractor to place these plans after the detail sheet.

Sheets C.507 and C.508: The future road layout of Kessler Dr. must be shown. A grading plan is required, as well as a drainage plan to deal with the grading. In other words, the City is not going to allow for the 12" water line loop to be installed without up-front grading and drainage features to ensure the water line loop is protected. As shown, the water line appears to have designed with a depth of 42" beneath existing grade, with no provision for street design meeting the vertical curve requirements meeting the Design and Construction Manual. If this line were to be installed as shown, it would need to be relocated at a later date to meet the final grades of Kessler Dr.

Sheet C.508: An abrupt bend is shown just prior to the casing carrier pipe beneath 3rd St. Please show details how this abrupt change will be performed. The City will not allow this type of deflection without suitable design of the directional change.

Notes must be added that the water shut-down to install the new tee on the south side of 3rd St. must be performed at night, with coordination between the inspector prior to shutdown, and including public notice by the contractor prior to shut-down. The total time of the shut-down must not exceed 8 hours.

Sheet C.508: A greyed-out outline of an unknown water line is shown to the west of the new water line along "future Kessler Dr.". It is labeled as an existing 12" water line. Isn't this an 8" water line?

Sheet C.508: Our records indicate that an additional 8" water line exists at the corner of Kessler Dr. and 3rd St. which runs to the east. How is this line going to be connected to the new 12" water line? Details must be provided showing this connection.

Valves were absent from the new 12" water line loop along the "future Kessler Dr." alignment. Please see the Design and Construction Manual for the maximum distance between valves.

Fire hydrants were absent from the 12" water line loop along the "future Kessler Dr." alignment. Fire hydrants must be shown for this loop.

Sheet C.501: The General Overview Sheet must reflect the comments above. Please ensure all revisions to the individual line sheets reflect the overview sheet, and vice versa.

Cover Sheet: Note 10 does not reflect the City of Lee's Summit construction standard for placement of fill prior to installation of water lines. The City requirement for placement of fill goes above and beyond pipe being installed "above grade". Please see the Design and Construction Manual for specific details, and make revisions to this note as appropriate.

Revisions to the cost estimate are required. Please see specific comments related to new additional fire hydrants, grading for future Kessler Dr. extension, drainage to accommodate grading for future Kessler Dr. extension, etc.

The 12" water line loop was not shown as agreed during previous meetings. This loop should be shown from View High Dr. at the intersection of Village Park Dr. and View High Dr., and extend to the east along Village Park Dr. to the temporary cul-de-sac, and the loop to the south should be shown along the future right of way of Kessler Dr. It must be bored beneath 3rd St., and connected to the existing water line on the south side of 3rd St.

Please ensure the 12" line is shown to the end of the temporary cul-de-sac on the east end of Village Park Dr. This is necessary to complete the future loop to Winterset Valley.

The 8" water line along View High Dr. from the intersection of Village Park Dr. and View High Dr. to the north, is being shown as being abandoned and replaced with a new 8" water line. This new line must be a 12" water line, not an 8" water line.

The portion of the 8" water line to the south of the above intersection is being shown as being replaced with a new 8" water line. This is acceptable. but it did not appear that details were provided concerning reconnection of existing water meters.

Sheet C.501: Please incorporate the above comments into the General Layout sheet. Be aware that butterfly valves are only used on pipe sizes of 12" and larger, not 8" lines, so revise accordingly.

Sheet C.502: The radius of curvature of the pipe along Kessler appears to be greater than allowed by the pipe manufacturer. Please show the locations of all bends, including angle of bends, ensuring that the pipe remains within the utility easement.

Sheet C.503: It appears a sanitary sewer crossing is missing on the profile view between station 5+00 and 6+00. Please show the location of the sanitary sewer crossing.

Sheet C.504 and C.505: Where are the details concerning the repair and replacement of driveways affected by the installation of the new water line along View High Dr.?

Sheet C.504 and C.505: Where are the details concerning the final restoration of the areas affected by the installation of the new water lines along View High Dr.?

Sheet C.505: A 12" water main is required from the intersection of Village Park Dr. and View High Dr., to the north end of the project. The plans call for an 8" line.

The Engineer's Estimate of Probable Construction Costs should be revised to incorporate the above comments, including the additional 12" water line, the pipe bursting at 3rd and View High Dr., additional bends necessary, driveway removals and reconstruction, and final restoration along View High Dr.

Please refer to comment #1 of the previous applicant letter dated Nov. 11, 2016. The "future water line" leaders are shown, but are pointing to nothing (i.e., just blank white space on the sheet). There is also a note on the plans at Lot 1, "Berbiglia Heights", stating "not part of project." What does this mean? It leads to confusion, and it is our opinion the note should be removed.

Please refer to comment #2 of the previous applicant letter dated Nov. 11, 2016. It is impossible to see the southern valve at the cross, if it is even shown on the Sheet C.502. More importantly, however, is the fact that the in-line gate valve for the temporary fire hydrant assembly may be used to satisfy the requirement to include a valve on the southern leg. Please show the location of this valve.

Please refer to comment #4 of the previous applicant letter dated Nov. 11, 2016. A 12" gate valve is called-out at Kessler Dr. and View High Dr., when a butterfly valve is required. An additonal 12" butterfly valve appears warranted near View High Dr. and 3rd St.

An additional 12" butterfly valve appears warranted near station 10+00 in order to comply with the 1000 foot rule.

There are insufficient notes and details concerning the abandonment of the existing 8" water line, and connection of the 12" line to the existing 8" water line, along View High Dr. The only reference to the 8" water line along View High Dr. is a vague note stating "Ex. 8" water line to be removed". This sheet and all subsequent sheets should include: 1) the location of the existing 8" water line grayed-out, 2) design notes stating what is to be done with the existing 8" water line, 3) connection details from the new 12" water line to the existing 8" water line to the north of the project near station 27+00, and 4) location of the existing water line to the north of the project beyond station 27+00.

Sheet C.502: The stationing for the cross at station 9+93 appears to be in error based on the profile view.

Sheet C.502: As previously discussed, a 12" butterfly valve is required on 12" water lines, not a gate valve as shown at station 0+00.

Sheet C.502: The fire hydrant at the end of water line 1 near station 9+28 should be called-out as a "temporary fire hydrant asembly". The location of the gate valve prior to the temporary in-line fire hydrant should also be shown.

Sheet C.503: A new fire hydrant is shown on the north side of Village Park Dr. near the new commercial entrance. It is too close to the back of curb.

Sheet C.504: The response to comments letter stated that a traffic control plan was provided on Sheet C.504. There are no such details provided on Sheet C.504, or anywhere else within the plans.

Please refer to comment #7 and #10. A different approach to making the required water line connection at 3rd St. was requested. The response to this comment from the applicant is essentially the same, with the exception that the connection be bored to a point within the middle of a busy intersection, with no traffic control plan presented, and without exploring any alternatives. This is not a desired layout, and other alternatives must be explored.

Installation of a new 12" line beneath a busy intersection will not be allowed. The connection at 3rd St. should be made where the existing 12" line connects to the 16" main on the south side of 3rd St. It is recommended that the 12" line be installed parallel with 3rd St., to a point roughly perpendicular to the point described in the first sentence.

Sheet C.504: Show the locations of the existing water valves within the pavement near the 16" line and the 8" line.

Sheet C.504: Provide sufficient details on the plans which show how the existing 8" line will be abandoned in-place. This would be contingent upon the existence of a valve on the north side of the 8"x16" tee in the intersection.

The Engineer's Estimate of Probable Construction Costs will need revisions based on these comments. The estimate should also include: 1) boring beneath 3rd St., 2) casing carrier pipe installation beneath 3rd St., and 3) removal of existing 8" water main, and abandonment of existing water main.

Sheet C.501: This sheet is an overview sheet of the entire project, including on-site and off-site water line improvements. As such, it should include all of the work to be completed during this phase of construction. This would include the off-site improvements to the north plat boundary along View High Dr., and the connection at 3rd St. Finally, if there are portions of the water line which are not being installed during this phase, then use a different line weight, and appropriate labeling, to distinguish what is being installed during this phase, and what is not being installed in this phase. It is very difficult to determine from the plans.

Sheet C.502: There is a cross shown at station 9+93. Only three (3) valves are desired for a cross rather than four (4). Finally, the location of the valves must be shown on the plan view.

All Sheets, Including the Overall Layout Sheet: Please label all street names. It is very difficult to determine where the improvements are being proposed. A street name on each roadway would be beneficial as a point of reference.

General Comment on All Sheets: Only two (2) valves are desired by the City at a tee, and only three (3) valves are desired by the City at a cross. The location of the valves must be shown on the plan view rather than a note stating "valves on all legs".

All Sheets: It appears there are several instances where the water line is proposed at depths approaching, but not exceeding, seven (7) feet. Is there a reason for this extra depth?

All Sheets: At the end of the line, where the water line will be extended in the future, a temporary in-line fire hydrant assembly should be shown rather than an offset fire hydrant assembly.

Sheet C.504: The proposed water line connection is being made in the middle of a major intersection, with no provision for traffic control. Other alternatives should be explored to make this connection. It would appear the work necessary to make this connection is going to be extremely disruptive.

Sheet C.504: Where is the traffic control plan for this proposed connection?

Sheet C.504: Is the entire 8" water line being removed? If so, then clearly show it on the plans.

More Comments Concerning the Off-Site Water Line: Has there been any consideration of making the connection via boring beneath 3rd St., thus eliminating the traffic conflicts and eliminating the need for a waiver to perform the work via the open-cut method?

Sheet C.505: Does the new 12" water line extend to the northern limits of the plat boundary? If not, then the plan will need to be updated to extend the line to the northern plat boundary.
