Corrective Action Required
The traffic signal plans required the following change to comply with recent revisions to the City's design criteria that reflect recent MUTCD modifications:
- Pole 4 shall have a 38' Mast Arm rather than 32' Mast Arm. This change should be reflected in the mast arm lenght designation on the plan sheet (sheet 3). The R10-12 Sign should then be shown to the left of the type H signal head.
- The summary of quantities (sheet 6), Poles Table should reflect a 38' Mast Arm for Pole 4 rather than 32' Mast Arm and Bases and Pull Boxes Table should indicate a type B13 base for Pole 4 rather than B10.

Sheet C2.0 is missing several drafting layers from the previous submittal. There are no features shown on the demolition plan to be removed.
|
|
Corrective Action Required
Sheet C3.0 is missing several drafting layers from the previous submittal. Please see previous comment and revise accordingly.
|
|
Corrective Action Required
Sheet C4.0 is missing the ramp detail elevations. These elevations were called out in the previous submittal, so it is likely that a layer has been turned off.
|
|
Corrective Action Required
Sheet 5.0 is significantly different from the previous submittal. Again, it appears that several drafting layers were turned off. Also, the sidewalk ramp elevations will need to be called out as in previous submittals.

A Engineers Estimate of Probable Construction Costs was not received for either the traffic signal plans or the road improvement plans. The engineering review and inspection fee is based on this estimate and must be paid prior to issuance of a permit. This estimate must include the following items broken down between the traffic signal plans and the road improvement plans, and must include the following:
• Any water line larger than 2” in diameter, valves, hydrants, and backflow preventer with vault, if outside the building
• All storm water piping 6” or larger, structures, and detention/retention facilities
• All grading for detention/retention ponds
• All sanitary sewer manholes and piping between manholes, including private mains
• The connection of the building sewer stub to the public main
• All public infrastructure, both onsite and offsite
• All private street construction, excluding parking lots, drive approaches and sidewalks
• All erosion control devices
|
|
Corrective Action Required
The traffic signal plans must be sealed by a licensed professional engineer in the State of Missouri.

The traffic signal plans required the following change to comply with recent revisions to the City's design criteria that reflect recent MUTCD modifications. These changes have minimal impact and the plans could be approved with acceptance of the proposed plan revisions:
- Pole 4 shall have a 38' Mast Arm rather than 32' Mast Arm. This change should be reflected in the mast arm lenght designation on the plan sheet (sheet 3). The R10-12 Sign should then be shown to the left of the type H signal head.
- The summary of quantities (sheet 6), Poles Table should reflect a 38' Mast Arm for Pole 4 rather than 32' Mast Arm and Bases and Pull Boxes Table should indicate a type B13 base for Pole 4 rather than B10.

Address the marking change at Ward/Oldham and 3rd Street, eb approach left turn lane stop location
|
|
Corrective Action Required
There are plan marking errors at the new signal (called out the wrong line width for the nb stop line, failed to id the crosswalk lines across 3rd, and the location of the stop line is too close to the crosswalk on the wb approach), but the standards details are in the plan with correct information (albeit conflicting with the drawings).

There are more bends on the proposed line that preferred. The location of the line west of the private drive is acceptable; however, the bend located beneath the private drive is not. The preference would be a straight line continuation of the main not within 2-fee of the sidewalk continuing across the bank driveway and tying in east of the driveway. This will require acquiring additional easement.
|
|
Corrective Action Required
Revised cost estimate was not included with the last submittal.
|
|
Corrective Action Required
Submit all revised easements and rights of way to the City, along with a check made payable to the Jackson County Recorder of Deeds prior to the approval of the engineering plans. The City will record the document(s). Visit the following link for recording fees: http://www.jacksongov.org/content/3310/3356/3569.aspx.

Paving Plans - Begin the widening (e.g. 245' lane transition) at the southeast curb radii PT, approximately Station 1+60. This will allow for some tangent lane alignment through the intersection (estimated 20'-25') prior to the stop line rather than misaligned vehicle entry.

Add 5' (or 6' if adjacent to curb) sidewalk along the south side of 3rd Street from Station 7+00 to approximately Station 9+50, terminating at shoulder. An ADA Ramp will be needed near Station 7+50 and a detail of this ramp should be provided.
