NUMBER OF SIGNS. The subject property is zoned CP-2. The CP-2 zoning district allows a maximum of 3 signs for a single-tenant development. At the time the car wash went through the public hearing process to approve the development, the approval included a special allowance for the the car wash building to have up to four (4) wall signs consisting of: 1 "Exit" sign and 3 "Car Wash $8" signs that also included the old Green Lantern logo. A site visit revealed that the the main car wash building currently has five (5) wall signs consisting of: 1 "Exit" sign, 3 Charlie's car wash signs and 1 "Fast Interior Cleaning" sign. There is no record of any approval from the Planning Commission increasing the number of allowable signs on the car wash building from 4 to 5, nor is there any record of a sign permit issued for the 5th sign (i.e. the "Fast Interior Cleaning"). The proposed replacement of the "Fast Interior Cleaning" sign with the "Express Interior" and "Express Hand Dry" signs will further increase the number of wall signs to 6, which is 2 greater than what was allowed for the development. Staff cannot issue approval for the proposed signs. Additionally, the existing "Fast Interior Cleaning" needs to be removed in order to comply with the number of allowed signs.
