Storm Line E Extention- On 3/1/17 I got and email from Gene to check on this project at Napa Valley, I got back to the offiice on 3/1/17 at the end of the day and the plans were on my desk. On 3/2/17 we had the health fair in the morning so i didnt make it out the napa valley until about 2pm when I got there it was already installed and I did no inspection on it. I told Gene and he sent and e-mail. Also on 3/1/17 Kent gave me a punch list for napa valley to go out and check on , I was out there at approximatey 2:20 pm and I did not see any work being done.Steve Robbins 03/03/2017 7:32 AM

Kent Monter, Dawn Bell, Mitch Plemmons and Ryan Elam were also present during the visit. We also discussed the swale that runs from SW Stoney Brook Dr. to SW Napa Valley Dr. that will need to be graded out and a TRM in place to establish vegetation. I informed Kevin I will put together a new punch list for 2nd & 3rd Plat to help clarify the concerns that we have that are holding up a Final Completion. Prior visits to the site I discovered there sanitary sewer manholes that were buried and and the drainage ditch north of SW Napa Valley Dr. FES N-1 will need to be repaired.

ESC needs to be intact on all lots that have not had vegetation established to ensure silt does not leave the site. ESC devices used in curb inlets need to maintained periodically to ensure they are working properly.

Run off from the swale is running over into the backyard of 1709 SW Napa Valley Dr. and other backyards off SW Napa Valley Dr that back up to the swale. The gutter devices off of SW Napa Valley Dr. going into the 3rd Plat is not draining properly. The silt fence has been breached as well up from the curb inlets. ESC needs to be in place and maintained to be in compliance.

Kent Monter, Dawn Bell, Mitch Plemmons and Ryan Elam were also present during the visit. We also discussed the swale that runs from SW Stoney Brook Dr. to SW Napa Valley Dr. that will need to be graded out and a TRM in place to establish vegetation. I informed Kevin I will put together a new punch list for 2nd & 3rd Plat to help clarify the concerns that we have that are holding up a Final Completion. Prior visits to the site I discovered there sanitary sewer manholes that were buried and and the drainage ditch north of SW Napa Valley Dr. FES N-1 will need to be repaired.

They had a truck load of 15" rip rap delivered on site. I showed Gary the detail for flared end sections from the LSMO Design and Criteria Manual so he would know the dimensions to meet our standards. The plans call for the rip rap to extend 20ft out from the FES. Gary said they would probably finish up on Monday.

The contractor cut in a swale starting from the address of 1630 to 1617 on sw blackstone pl. which backs up to addresses 1709 to 1637 on sw napa valley dr. The swale has been completed but the 3 field inlets still need to be grouted in to make them a 2 inlet structure instead of a 4 inlet structure. The swale was cut in last friday and it appeared to be working after the rainfall we had over the weekend. The contractor is planning on grouting in the inlets sometime this week and after they will install the seed matting in the swale and establish vegetation.

Inspection Performed on 02/21/2020 Site inspection performed and observed significant erosion control issues. The designed swale no longer appears to be intact. No vegetation or stabilization is established. The silt fence along the swale and surrounding the field inlets is no longer intact and is allowing silt to infiltrate the storm water collection system. There are rock piles in the swale that appear to be diverting storm runoff. Make corrections to this area as soon as possible to avoid building permits from being frozen.

Matt Munger 04/30/2018 10:09 AM No corrections have been made to the swale. I had contacted Kevin Higdon to inquire when he would be starting work and notify him about the ESC issues. Kevin had said they were going to try last week but since we had rain that would postpone the work.

Matt Munger 05/02/2018 4:26 PM Dan Harper and I went out to check if the silt was removed from the yards behind 1622 SW Blackstone PL. due to the ESC failure and lack of compliance from the Contractor to correct the issues with the silt fence and repair and damage to the neighboring yards.

Matt Munger 05/22/2018 1:59 PM I emailed Kevin Higdon on May 10th and he forwarded the email to his contractor and he replied next week is when they would start. No work has been started to make the corrections to the swale.

The contractor cut in a swale starting from the address of 1630 to 1617 on sw blackstone pl. which backs up to addresses 1709 to 1637 on sw napa valley dr. The swale has been completed but the 3 field inlets still need to be grouted in to make them a 2 inlet structure instead of a 4 inlet structure. The swale was cut in last friday and it appeared to be working after the rainfall we had over the weekend. The contractor is planning on grouting in the inlets sometime this week and after they will install the seed matting in the swale and establish vegetation.

Inspection Performed on 02/21/2020 Site inspection performed and observed significant erosion control issues. The designed swale no longer appears to be intact. No vegetation or stabilization is established. The silt fence along the swale and surrounding the field inlets is no longer intact and is allowing silt to infiltrate the storm water collection system. There are rock piles in the swale that appear to be diverting storm runoff. Make corrections to this area as soon as possible to avoid building permits from being frozen.

Matt Munger 02/08/2018 2:52 PM There are problems with the erosion control devices on your site. 1530 SW Blackstone PL. has silt fence down on the SW Napa Valley Dr. side as well as corrugated pipe laying on top of the silt fence behind that address. ESC needs to be intact on all lots that have not had vegetation established to ensure silt does not leave the site. ESC devices used in curb inlets need to maintained periodically to ensure they are working properly.

Matt Munger 02/14/2018 10:42 AM ESC needs to be intact and maintained to be in compliance. There is a home on the corner of SW Blackstone Pl and Napa Valley Dr that the silt fence is down. Behind that home the silt fence has storm pipe laying over the fence. Failure to maintain ESC can result in a Stop Work Order.

Matt Munger 02/20/2018 1:38 PM The swale that runs between the houses off SW Napa Valley Dr. and SW Blackstone Pl is holding water. Run off from the swale is running over into the backyard of 1709 SW Napa Valley Dr. and other backyards off SW Napa Valley Dr that back up to the swale. The gutter devices off of SW Napa Valley Dr. going into the 3rd Plat is not draining properly. The silt fence has been breached as well up from the curb inlets. ESC needs to be in place and maintained to be in compliance.

Matt Munger 03/05/2018 3:13 PM The silt fence that runs between the 1st plat and the 3rd plat has not been repaired since the concerned home owner called in about the issues it has caused to their yard.

Matt Munger 03/20/2018 1:01 PM There are several gutter devices that need to be cleaned and maintained to prevent silt from entering into the storm drain. Due to the lack of ESC on building sites silt is building up in the gutter devices making them less effective.

Matt Munger 03/27/2018 10:51 AM The soil below silt fence at the bottom of the swale off of SW Napa Valley Dr. has washed out allowing silt to get past the silt fence. The silt fence will need to be repaired to prevent silt from entering into the curb inlet directly below it.

Matt Munger 04/09/2018 10:05 AM The silt fence on at the bottom of the swale off of Napa Valley Dr. has had a blow out and will need to be secured properly. I have sent prior emails to Kevin about correcting ESC issues for both Napa 2nd & 3rd with little response. It did appear that he cleaned up the gutter devices that had silt built up in them.

1-11-21 There is silt making its way out of the detention basin and into the creek. There are gutter buddy’s missing and the ones that are in place are full or damaged and need replaced. Blackstone has excessive debris on the road that needs addressed. These corrections need addressed ASAP.
