Codes Administration- Bedrooms located in basements shall have at least one operable window or door approved for emergency escape which opens to the exterior. All escape or rescue windows shall have a minimum net clear openable area of 5.7 square feet. The net clear openable height shall be 24 inches. The minimum net clear openable width shall be 20 inches. The finished sill height shall not exceed 44 inches above the finished floor. (UBC Section 1204).

In addition, the building official may waive the requirements for a permit or engineered drawings for walls over 4 feet in height if it is deemed unnecessary to require such submittals due to the location and type of wall to be installed.

CA - LSCO 7-134 - Every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 180 days after its issuance, or if the work authorized on the site by such permit is suspended or abandoned for a period of 180 days after the time the work is commenced. Permits for exterior work, i.e., walls, fences, decks, patios, patio covers and similar type work requiring permits, as well as permits for residential room additions and remodels shall be limited to 180 days duration. Permits for other new construction shall be limited to one-year duration. The building official official is authorized to grant, in writing, one or more extensions of time, for periods not more than 180 days each.

CA - LSCO 7-168 A - Footing and foundation inspections shall be made after excavations for footings are complete and any required reinforcing steel is in place. For concrete foundations, any required forms shall be in place before inspection. Materials for the foundation shall be on the job, except where concrete is ready mixed in accordance with ASTM C 94; the concrete need not be on the job.

CA - LSCO 7-162 - It shall be the duty of the holder of the permit or their duly authorized agent to notify the building official when work is ready for inspection. It shall be the duty of the permit holder to provide access to and means for inspection of such work for any inspections that are required by this code. Inspection requests shall be made in advance and in accordance with the most current written policies of the Codes Administration Department.

CA - LSCO7-168 - The building official is authorized to issue a temporary certificate of occupancy before the completion of the entire work covered by the permit, provided that such portion or portions shall be occupied safely. The building official shall set a time period during which the temporary certificate of occupancy is valid.

CA - LSCO 7-930 - All dwellings shall have a controlled method of water disposal from the roofs that will collect and discharge all roof drainage to the ground at least 3 feet from the foundation walls or to an approved drainage system.

Codes Administration - 2003 IRC 311.5.2 - Headroom. The minimum headroom in all parts of the stairway shall not be less than 6 feet 8 inches measured vertically from the sloped plane adjoining the tread nosing or from the floor surface of the landing or platform.

Codes Administration - 2003 IRC 401.3 - Drainage. Surface drainage shall be diverted to a storm sewer conveyance or other approved point of collection so as to not create a hazard. Lots shall be graded so as to drain surface water away from foundation walls. The grade away from foundation wall shall fall a minimum of 6 inches with the first 10 feet. Exception: Where lot lines, walls, slopes or other physical barriers prohibit 6 inches of fall within 10 feet, drains or swales shall be provided to ensure drainage away from the structure.

Codes Administration - 2003 IRC 403.1.6 - Foundation anchorage. When braced wall panels are supported directly on continous foundations, the wall wood sill plate or cold-formed steel bottom track shall be anchored to the foundation in accordance with this section. The wood sole plate at exterior walls in monolithic slabs and wood sill plate shall be anchored to the foundation with anchor bolts spaced a maximum of 6 feet (1829 mm) on center. There shall be a minimum of two bolts per plate section with one bolt located not more than 12 inches (305 mm) or less than seven bolt diameters from each end of the plate section. In Seismic Design Categories D1 and D2, anchor bolts shall also be spaced at 6 feet (1829 mm) on center and located with 12 inches (305 mm) from the ends of the plate section at interior braced wall lines when required by Section R602.10.9 to be supported on a continous foundation. Bolts shall be at least 1/2 inch (12.7 mm) in diameter and shall extend a minimum of 7 inches (178 mm) into masonry or concrete. Interior bearing wall sole plates on monolithic slab foundations shall be positively anchored with approved fasteners. A nut and washer shall be tightened on each bolt to the plate. Sills and sole plates shall be protected against decay and termites wher required by Sections R318 and R319. Cold-formed steel framing systems shall be fastened to the wood sill plates or anchored directly to the foundation as required in Section R505.3.1 or R603.1.1. Exceptions: 1. Foundation anchor straps, space as required to provide equivalent anchorage to 1/2-inch-diameter (12.7 mm) anchor bolts. 2. Walls 24 inches total in length or shorter connecting offset braced wall panels shall be anchored to the foundation with a minimum of one anchor bolt located in the center third of the plate section and shall be attached to adjacent braced wall panels per Figure R602.10.5 at corners. 3. Walls 12 inches total length or shorter connecting offset braced wall panels shall be permitted to be connected to the foundation without anchor bolts. The wall shall be attached to adjacent braced wall panels per Figure 602.10.5. As amended by the City of Lee's Summit.

Codes Administration - 2003 IRC 407.1.7.3 - Foundation elevation. On graded sites, the top of any exterior foundation shall extend aboe the elevation of the street gutter at point of discharge or the inlet of an approved drainage device a minimum of 12 inches plus 2 percent. Alternate elevations are permitted sublect to the approval of the building official, provided it can be demonstrated tha required drainage to the point of discharge and away from the structure is provided at all locations on the site.

Codes Administration - 2003 IRC 405.1 - Concrete or masonry foundations. Drains shall be provided around all concrete or masonry foundations that retain earth and enclose habitable or usable spaces located below grade. Drainage tiles, gravel or crushed stone drains, perforated pipe or other approved systems or materials shall be installed at or below the area to be protected and shall discharge by gravity or mechanical means into an approved drainage system. Gravel or crushed stone drains shall extend at least 1 foot beyond the outside edge of the footing and 6 inches above the top of the footing and be covered with an approved filter membrane material. The top of open joints of drain tiles shall be protected with strips of building paper, and the drainage tiles or perforated pipe shall be placed on a mimum of 2 inches of washed gravel or crushed rock at lease on sieve size larger than the tile joint openings or perforation and covered with not less than 6 inches of the same material.
