Pursuant to Section 8(a) of the Contract, the City will not issue certificates of occupancy for structures within the Redevelopment Area - Project 1, as defined in the Contract, until a certificate of substantial completion for all of the Phase 1 Public Project Improvements, as defined in the Contract, has been issued by the City pursuant to the provisions of the City's Design and Construction Manual.
